Demonstrated warranty and product/service responsibility. <br /> 7.22 The Proposer's ability to follow the proposal preparation instructions set forth in this solicitation <br /> will also be considered to be an indicator of the Proposer's ability to follow other future instructions <br /> should they receive an award as a result of this solicitation. Any Contract between NJPA and a Proposer <br /> requires the delivery of information and data. The quality of organization and writing reflected in the <br /> proposal will be considered an indication of the quality of organization and writing which would be <br /> prevalent if a Contract was awarded. As a result, the proposal will be evaluated as a sample of data <br /> submission. <br /> 7.23 Proposer's Financial Statements- The Proposer's financial statements are requested and reviewed to <br /> get a general feel for the size, strength, and probable scope of the Proposer. <br /> 7.24 NJPA reserves the right to reject the Proposer's Response of the apparent successful Proposer where <br /> the available evidence or information does not exhibit the ability or intent to satisfy NJPA that the <br /> potential Vendor is unable to properly carry out the terms of this RFP and potential Contract. <br /> 7.25 NJPA shall reserve the right to reject any or all proposals. NJPA also reserves the right to reject a <br /> proposal not accompanied by required certificate of insurance, other data required by this RFP, or if a <br /> Proposer's Response is incomplete or irregular. The NJPA shall reject all proposals where there has been <br /> collusion among the Proposers. <br /> 7.26 Overall Evaluation (FORM G) - The NJPA Proposal Review Committee will evaluate proposal <br /> received based on a 1,000 point evaluation system. The Committee will establish both the evaluation <br /> criteria and designate the relative importance of those criteria by assigning possible scores for each <br /> category. <br /> 7.27 Bonus Evaluation Points-Bonus evaluation points may be awarded by the NJPA Proposal Review <br /> Committee based on criteria identified as being both"optional" and"having additional value" <br /> D. COST SCORING EVALUATION <br /> 7.28 NJPA reserves the right to use this process in the event the evaluation committee feels it is <br /> necessary to make a final determination. <br /> 7.29 This process will be based on a point system with points being awarded for being low to high Proposer <br /> for each cost evaluation item selected. A "Market Basket" of identical (or substantially similar) <br /> products/services may be selected by the NJPA proposal Review Committee and the unit cost will be <br /> used as a basis for determining the point value. The "Market Basket:"will be selected by NJPA from all <br /> product categories as determined appropriate by NJPA. The low priced Proposer will receive the full <br /> point value and all other Proposers will receive points as follows: Lowest price Proposal= 5 (where there <br /> are five proposers), and inferior proposals=4, 3, 2, 1 points each. The Total Score for each proposer will <br /> be the sum of all points earned. The result of this process shall not be the sole determination for award. <br /> E. PRODUCT TESTING <br /> 7.30 NJPA reserves the right to request and test products/services and/or services from the apparent <br /> successful Proposer. Prior to the award of the Contract, the apparent successful Proposer, if requested by <br /> NJPA, shall furnish current information and data regarding the Proposer's resources, personnel, and <br /> organization within three (3)days. <br /> F. PAST PERFORMANCE INFORMATION <br /> 7.31 Past performance information is relevant information regarding a Proposer's actions under <br /> 26 of 47 <br />
