Ordinance and Environmental Review for Proposed Hillside <br /> Regulations <br /> Recommendation: <br /> (1) Hold a public hearing and (2) Adopt a resolution adopting the Initial <br /> Study/Negative Declaration and (3) Waive the first reading and introduce <br /> the ordinance for hillside regulations. <br /> RESOLUTION No. 15403 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> ADOPTING THE INITIAL STUDY CHECKLIST AND NEGATIVE DECLARATION FOR <br /> AMENDMENTS TO HILLSIDE REGULATIONS <br /> ORDINANCE OF THE CITY OF REDWOOD CITY AMENDING THE ZONING <br /> ORDINANCE TO ADDRESS SINGLE-FAMILY HOME CONSTRUCTION, ADDITIONS, <br /> AND MODIFICATIONS IN THE HILLSIDE AREAS AND PUBLIC NOTICE REGULATIONS <br /> MINUTE ORDER 15-046 <br /> Mr. Aknin, Assistant City Manager, presented the report (presentation on file). He noted <br /> that the City's General Plan was adopted in 2010, including numerous policies and <br /> programs relating to residential development, including hillsides. In 2011 staff brought a <br /> proposed ordinance to the Planning Commission, but without the appropriate <br /> community outreach, it was withdrawn. In 2015, there was a significant amount of <br /> community outreach, including 3,500 mailers on three different occasions. Mr. Aknin <br /> reviewed the purpose of the new regulations, including a focus on protecting the <br /> landscape, safety for residents, and appropriate home sizes. For the purpose of this <br /> ordinance, "sloping lot" refers to any property with a slope of 15% or greater. <br /> Mr. Aknin discussed additional regulations, largely related to safety, as well as the <br /> triggers for requiring approval of the Zoning Administrator. He elaborated on the <br /> requirement of the Architectural Permit rather than a Planned Development Permit. <br /> Staff is also proposing that additional legal findings must be made regarding appropriate <br /> design. The Initial Study was performed and Negative Declaration was filed; the <br /> ordinance itself will not eliminate standards protecting the environment.
