In response to Mayor pro tem Hartnett's questions, City Attorney Schricker advised
that this was a private contractual relationship and not within the municipal jurisdiction of
the Council, although individual Council Members could express their views separate and
apart from their Council position.. In response to further Council questions City Attorney
Schricker advised that if the Council determined this matter was of sufficient community
wide interest and wished to set a precedent for Council intercession in private business
disputes, the Council could schedule limited action at a later date, although that was no
guarantee Unocal or any other corporation would respond.
D. Jim Beal, 270 Upland Road, spoke in support of Council action to assist Ken Yokoo.
E. Dr. Alex Peros, 1817 Madison, Redwood City, submitted a petition addressed to Unocal
and the City Council of Redwood City signed by 680 people requesting that the notice of
Termination (of Ken Yokoo's lease) be rescinded immediately, and also submitted copies
of his letter to Larry Higby, President ofUnocal.. Dr. Peros also stated that Unocal had
not abided by the terms of its lease and had not upgraded the building in 20 years leading
to poor wiring and possible safety concerns. Dr. Peros asked the Council to send a letter
to Unocal in support of Ken Yokoo and small businesses in Redwood City.
F. Nita Spangler, 970 Edgewood Road, Redwood City, spoke in support of Mr. Yokoo's
request of Council, and described his excellent service over the years. Mrs. Spangler told
the Council supporting Mr. Yokoo was a strong step towards supporting small businesses
in Redwood City and asked the Council to elicit help from the Chamber of Commerce.
Councilwoman Steinfeld stated the Council should use its good offices to tell Unocal
there is community wide interest and support for this small business.
MIS: STEINFELD/ TO SCHEDULE THIS MA ITER FOR A FUTURE
AGENDA, AND ASK STAFF TO PREPARE A REPORT OUTLINING WHAT COULD BE
DONE, SUCH AS A LETTER OF ENDORSEMENT OR PROCLAMA nON
MOTION DIED FOR LACK OF A SECOND.
In response to Council questions, City Attorney Schricker iterated that the City had no
jurisdiction in this matter, it was a private contractual issue, and asked Council if they
wished to spend municipal resources on this issue.
Councilman Sanfilipo asked staff to refer this matter to the Chamber of Commerce.
(101)
MEMO 8/15/95
MINUTE BOOK NO. 53
Page No. 290
Regular Meeting Minutes
August 14, 1995
Page 2
