Councilwoman Howard advised she was concerned about the wiring and safety issues, and asked staff to look into it. Councilwoman Howard also encouraged both sides to sit down and talk about this matter, adding that the Council did not like to see the community so upset over an issue that might be resolved if the parties worked together. (101) MEMO 8/15/95 Councilwoman Steinfeld stated that the Chamber of Commerce had not dealt well with small businesses in Redwood City, and staff time was better spent on this issue than some larger issues of the recent past. G. Joe Steinfeld, 850 Main Street, Redwood City, spoke about fiscal responsibility in the real world and suggested efficiency moves the City should make. Affidavit of publication of Notice of Hearing is on file in the City Clerk Department. 1) Staff Report; Finance Director Ponty reviewed the budget process and described the four changes made to the Proposed 1995-96 Fiscal Plan: General Fund additions of $7,604 for a Youth Commission and $2,335 for additional Fire Dispatch services with the County; $101,640 to the water fund as Redwood City supplier San Francisco Water Department did not reduce the cost of water as previously planned; and $158,000 grant for the construction of a bicycle path. Councilman Sanfilipo stated that the idea of a Youth Commission had not been previously discussed, funding for a Youth Commission had not been part of the Proposed Fiscal Plan, and asked staff for further information regarding this last minute proposal. City Manager Everett advised that Commission was the wrong term, but the idea for a teen group to assist in the new Red Morton Teen Center and other teen issues had grown from the Council workshop that identified young people as a top priority. City Manager Everett advised that the idea was discussed at the Council budget study session, and apologized for inadvertently omitting the funding from the Proposed Fiscal Plan.
