Adrian Simi, representative for Carpenter's Local 217, expressed support for affordable
housing because it is difficult for carpenters to find full-time work. He spoke about the
need to use local workers. Mayor Gee noted that prevailing wage is required for this
property.
Diana Reddy noted that based on conversations she has had with non-profit developers
it is not possible to create senior housing and affordable housing. She suggested
having a senior housing developer along with an affordable housing developer each
having a piece of the property.
Lee Callister stated that the location at the end of the creek creates a unique
opportunity to have an embarkation point. He noted that the head of the creek is one
area where the creek comes through under the freeway, which is a barrier to sea level
rise.
Cherlene Wright, Chairperson of Housing and Human Concerns Committee (HHCC),
requested that somewhere in the space of this building there is a common area for
various services that could be brought in on rotating office hours. She stated the Fair
Oaks Community Center is being used to capacity.
Council Member Pierce stated that many items discussed tonight were very innovative,
and asked if HHCC could do some research for other kinds of programs or projects that
could fit in at Redwood City.
Council Member Howard asked about the possibility of doing two compatible buildings
as suggested by Ms. Reddy. Mr. Aknin stated that he doesn't see them as two
standalone buildings, but there could be a situation where there is podium parking with
two different condominium structures. Council Member Howard stated that originally
the idea was to have senior housing with a child care component but there needs to be
some research to look into that possibility. She noted she did not support retail and that
child care is in high demand. Mr. Aknin stated that in terms of office there could be a
small non-profit component, which is why the mixed use option is there. Council
Member Howard stated that they should be open to a variety of options. Vice Mayor
Foust asked about looking into speaking with Carol Galan about housing.
Mayor Gee stated that the Council would like to see 100% affordable units. The Council
would like to see senior housing but staff will have to see what would work. He stated
that the Council would like to see community benefits on the site like a park and/or child
care. He stated that regarding the RFP selection committee, the Council will meet with
the committee as a whole but there will be ex officio members from Boards,
Commissions and Committees.
Dr. Bell stated that the delay with the last 4 years has been the RDA being dissolved, so
this is the soonest Staff has been able to do something with it. Mayor Gee spoke about
what Redwood City is doing for affordable housing that is unique from any other city on
the peninsula.
Recommendation:
Provide feedback on the Bradford Street Affordable Housing Draft Request for
Proposals (RFP) and direct staff to proceed with the release of the RFP
JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD/ May 18, 2015
PUBLIC FINANCING AUTHORITY SPECIAL MEETING MINUTES Page 12
MINUTE BOOK NO. 65
Page No. 417
