The challenge is allowing retail in a <br /> way that does not crowd out business-serving uses. Staff recommends permitting small <br /> retail (up to 2,500 square feet per lot) be allowed by-right. Retail greater than 2,500 sq. <br /> ft. would require a Use Permit. <br /> Draft Ordinance — The draft ordinance contains the following changes. Any change <br /> that differs from the Planning Commission recommendation is noted below. <br /> • Adjust the Purpose statement to better reflect the type of uses that are <br /> described in the use table; <br /> • Remove the 5,000 square foot cap on all office uses. Require a Use Permit for <br /> Professional and R&D Office of greater than 10,000 square feet. Administrative, <br /> Business or Financial Services Offices require a Use Permit regardless of size <br /> (the Planning Commission recommended unlimited square footage for R&D <br /> Office uses); <br /> • Clarify that Limited Industrial, Manufacturing, and R&D lab uses are permitted <br /> to have up to 50 percent of the gross floor area devoted to accessory office <br /> space. <br /> • Permit Warehousing, Business Service, Business Wholesale, and <br /> Maintenance And Repair Services, including vehicle parts sales and minor <br /> repair; <br /> • Conditionally permit vehicles sales; <br /> • Permit all types of Restaurants (except drive-through and accessory <br /> foodservices) and General Retail Sales with a permitted floor area <br /> limitation of 2,500 square feet. Retail uses greater than 2,500 square feet <br /> would require a Use Permit (the Planning Commission requested some <br /> allowance for retail and the particulars of this regulation were developed by <br /> staff). This will allow restaurants and retail to serve nearby businesses, and <br /> • Permit personal storage uses; <br /> • Conditionally permit Animal-Related Uses such as veterinary clinics and <br /> dog grooming businesses; <br /> • Prohibit Check Cashing, Outdoor Recreation and Cultural Institutions <br /> as inconsistent with the purpose of the district; <br /> • Create a definition for Animal Related Uses, such as kennels, pet day care, <br /> and animal hospitals. <br /> GENERAL PLAN GOALS AND POLICIES <br /> Staff finds that these changes are consistent with General Plan Goals and Policies, <br /> as listed below. <br /> Policy BE-1 .1 : Maintain and enhance the beneficial and unique character of the <br /> different neighborhoods, corridors, centers and open spaces that define Redwood <br /> City. <br />
