6.4.C. - Page 25 <br /> • Police Chief may suspend or revoke a Certificate if specified violations are found. <br /> • A Certificate may not be issued for a location if another Certificate for that <br /> location is currently under suspension, was revoked within the last year, or has <br /> outstanding administrative fines. <br /> • Suspensions and revocations of Certificates may be appealed to San Mateo <br /> County License Board. Decision of License Board is final with no further right <br /> to appeal or reconsideration. <br /> • No reapplication for Certificate within one year of revocation. <br /> • Massage businesses operating contrary to Ordinance are declared a public <br /> nuisance. <br /> • The proposed ordinance also exempts certain individuals or businesses including <br /> such as medical professionals, barbers, beauticians, hospitals, sports trainers, <br /> and massages at a single event such as a health fair <br /> The proposed ordinance, if adopted, will bring the City into compliance with current law <br /> and provide greater control over operations masquerading as legitimate massage <br /> establishments. <br /> ALTERNATIVES <br /> The City Council could choose not to introduce and adopt the ordinance or may seek <br /> changes to the ordinance. Any changes sought will need to be closely reviewed in order <br /> to ensure consistency with state law. <br /> FISCAL IMPACT <br /> The proposed ordinance is not anticipated to have a financial impact on the City's <br /> budget.
