7.A. - Page 3 <br /> program that can provide substantial benefits is the creation of an affordable housing <br /> impact fee. <br /> This fee was one part of the Partnership Redwood City program adopted <br /> http://www.redwoodcity.org/home/showdocument?id=4661 by Council in March 2015_. <br /> http://agendas.redwoodcity.org/sirepub/pubmtgframe.aspx?meetid=407&doctype=AGE <br /> NDA Partnership Redwood City promotes new and creative ways to form working <br /> relationships within the community to achieve City goals, including improved <br /> transportation systems, parks, schools, and affordable housing. One specific program <br /> step, identified by the community and decision-makers as a top priority, was <br /> consideration of an affordable housing fee. This consideration was also initiated by <br /> motion at the September 21, 2015 City Council hearing <br /> http://agendas.redwoodcity.org/sirepub/pubmtgframe.aspx?meetid=416&doctype=AGE <br /> NDA. <br /> Beginning in spring of 2014, San Mateo County jurisdictions undertook a unique <br /> collaboration by pooling their resources and jointly conducting a Countywide Nexus <br /> Study. The Nexus Study is a legally-required report that determines how much <br /> affordable housing need is created with new development, the cost of meeting that <br /> need, and possible fees that could be charged to new development while maintaining a <br /> dynamic and growing economy. Winning a Best Practices award in May of 2015 <br /> http://norcalapa.org/programs/awards/ by the Northern California chapter of the <br /> American Planning Association, the joint study allowed diverse jurisdictions to <br /> collectively study and collaborate on a critical regional issue. The study created <br /> efficiencies with data collection and regional information while tailoring results to <br /> individual cities' conditions. All cities maintain their individual authority in adopting a fee <br /> and developing a related fee program. <br /> ANALYSIS <br /> General Information on Affordable Housing Impact Fees: The City collects are variety of <br /> impact fees. The City currently charges a Parks Impact Fee on new residential <br /> development to improve and expand parks facilities serving new Redwood City <br /> residents. New development must also pay a Transportation Impact Fee to improve <br /> streets and connections needed for new development. In addition to these common <br /> fees, cities may also charge Affordable Housing Impact Fees on new development to <br /> create workforce housing needed by new residents and employees. Redwood City does <br /> not currently have an affordable housing impact fee. <br /> There are particular findings required and limitations upon establishing this type of fee <br /> program. Affordable housing impact fees can be charged when there is a nexus <br /> between new residential or commercial development and additional demand for <br /> affordable housing.
