A. Proposal to form the Redwood City 2000 Committee to improve the ability of major
Redwood City institutions (the City, County and School Districts) to monitor current
collaborative efforts affecting our children and quality of life issues - Assistant to the City
Manager Centeno.
Mayor Pro Tem Hartnett called upon those in the audience who had submitted speakers'
cards.
Joe Steinfeld, 850 Main Street, candidate for City Council, stated that this proposal was a
make work project for more bureaucracy and contained no specific programs.
Ed Bailey, 3215 Page Street, stated he had been involved in the beginning phases of the
program, and his Neighborhood Association developed a grass roots movement that led to
the Healthy Start program. Mr. Bailey stated that there is already a paid staff member and
asked Council to approve the proposed concept so that others in the community would
have access to all the resources available.
Assistant to the City Manager Centeno introduced the members of the audience who
helped develop the proposed initiative, Pat Brown from the Redwood City School District,
Caroline Curry also from the Redwood City School District and the Healthy Start
Program, Beth Ross, Coordinator from the South County Coalition for the Prevention of
Substance Abuse, and Police Captain Granucci who is also involved in the South County
Coalition. Assistant to the City Manager Centeno used an overhead to show the separate
groups (City, County, Redwood City School District and Sequoia High School, and the
South County Coalition for Prevention of Substance Abuse) that would join to form a
centralized committee, creating a more efficient resource delivery system. There would be
one committee overseeing all the separate groups on a policy level, and current funding of
the South County Coalition would be rerouted to the new committee. No additional
funding would be required. The four major entities are already cooperating in the area of
prevention of substance abuse and this is an opportunity for their cooperation in the areas
of the Taft School Healthy StartlPeninsula Partnership Program, the Violence Prevention
Task Force, and the Sequoia School Partnership to Enhance Parent and Community
Involvement. With this kind of collaboration between the four major groups, Redwood
City 2000 should not have trouble getting foundation money.
MIS: HOWARD/LA BERGE TO ACCEPT STAFF'S RECOMMENDATIONS:
1. COUNCIL AGREE IN CONCEPT TO THE DEVELOPMENT OF A REDWOOD CITY
2000 COMMITTEE AND THE ASSIGNMENT OF COUNCIL AND STAFF
REPRESENTATIVES;
2. COUNCIL AGREE IN CONCEPT TO THE RE-DIRECTION OF FUNDS CURRENTLY
ALLOCATED TO SUPPORT THE SOUTH COUNTY COALITION TO THE REDWOOD
CITY 2000 EFFORT;
3. COUNCIL AGREE IN CONCEPT TO ACT AS FISCAL AGENT AND EMPLOYER OF A
CONTRACT EMPLOYEE TO COORDINATE THE REDWOOD CITY 2000 EFFORT
1INUTE-BOOK NO. 53 Regular Meeting Minutes
?age No. 334 September 18, 1995
Page 13
