Staff report:
REPORT: Planning Director, September 18, 1995
The City Clerk swore in all those who intended to testify at the public hearing.
Planning Director Patterson presented the staff report advising that the applicant
was originally denied a Use Permit and Variance because the parking was too far
away from the entrance of the proposed health club. After a redesign with the
entrance closer to parking the applicant reapplied on July 14, 1995. Since the
Redwood City Zoning Ordinance does not have specific parking requirements for
health clubs staff conducted a survey of other jurisdictions to determine an
appropriate number of required parking spaces. Staff determined that 185 spaces
were required. The applicant's plans provided 134 spaces. A public hearing was held
on August 16, 1995 and the Use Permit and Variance were approved by the Zoning
Administrator, with conditions. The first condition was the warehouse use would be
changed to dead storage thus freeing up 35 parking spaces, reducing the deficit to 16
parking spaces. The conditions also included limited lunch time use at the club which
would be monitored using daily computer logs provided by applicant and requiring
applicant to reach parking agreements with adjacent businesses to use their off-street
parking.
Director Patterson showed Council two letters he had received on Monday from
Raychem and Beals-Martin, companies adjacent to the proposed health club,
expressing their willingness to enter into parking agreements with the applicant which
Regular Meeting Minutes MINUTE BOOK NO. 53
September 18, 1995 Page No. 325
Page 4
. . ...
