<br />In response to Council questions, Director Patterson described Council approval of criteria in <br />January, 1994, which included a budget of $7.5 million, the 200 written public comments regarding <br />concept and design based on the displays in the Library, and the Saturday design competition! <br />community meeting in March of 1994. Director Patterson advised that the Council unanimously <br />approved the design the public chose from Fisher Friedman architects. The budget was finally <br />established at $9.6 million, with the improvements the Council approved, and the bidding process <br />began. <br />Councilman Sanfilipo, candidate for Council, reminded everyone that the public had input at every <br />step and the Council tried to build the structure the public wanted. Councilman Sanfilipo added that <br />the budget had been set and Fisher Friedman Architects were required in their contract to provide a <br />design that could be built for that amount. <br /> MEMO 9/26/95 <br />---------------------------------------------------------------------------------------------------------------------- <br />1. ORAL COMMUNICATIONS <br /> A. Dr. Steven Howard, 907 Katherine, Redwood City, discussed the original and current <br /> design plan for Sequoia Station at the corner of Jefferson A venue and EI Camino Real. <br /> Dr. Howard advised Council that the current plan is for only one building which is poorly <br /> situated on the property, rather than the original two buildings, and asked Council to <br /> become more involved in this very important decision. Dr. Howard asked that the <br /> Council, Mr. Irmer and CalTrans get together and work out employee and other parking <br /> issues that would permit the original plan for two buildings to go forward. Joe Steinfeld, 850 Main Street, Redwood City, candidate for Council, asked Council to <br /> take advantage of this unique opportunity to develop the only valuable commercial <br /> property left in the downtown area - the old City Hall site. Mr. Steinfeld suggested a new <br /> City Hall on that site would cost $16 million, including furnishings and the land which <br /> was valued at $3 to $4 million. Mr. Steinfeld advised there were six or seven alternatives <br /> the Council should consider instead of building a new City Hall and they should be <br /> discussed in an open meeting: sell the site and buy the First Interstate or Bay Area Bank <br /> Building, listen to the Ropers Majeski/Marshall Squares plan or the Trestine plan, build a <br /> new City Hall above the Municipal Services Building, or put City Hall in the police <br /> facilities and build a police facility elsewhere in the City. Dr. Nancy Jewell Cross, 800 Main Street, Redwood City, candidate for Council, stated <br /> that the proposed Council Candidate's Forum to be held on October 5, 1995, at the <br /> Sequoia Club sponsored by the Chamber of Commerce was not free to the public, and she <br /> has therefore declined to participate. She warned that a quorum of Council Members <br /> might be present at that Forum which might be a violation of the Brown Act.
