suggested that the proposed agreement with the Chamber of Commerce scheduled for the
Council meeting of October 9, 1995, not be approved. Dr. Cross stated she did not believe
excusing oneself from a vote on this issue abrogated the conflict of interest in this case.
Dr. Cross distributed copies of a court case citing Government Code 1090 which she
believed to be relevant. (307)
MEMO 9/26/95
D. Ralph Nobles, 3720 Country Club Drive, Redwood City, San Mateo County Planning
Commissioner, addressed the Council regarding the Aqua Terra project cleaning Redwood
City's sloughs of abandoned boats and debris. Mr. Nobles described the problems with
illegal live-aboards and the need for a City Ordinance to address the public safety and
health nuisances in Redwood City's waterways. Mr. Nobles advised that the City needed
an Ordinance, written by City Attorney Schricker, to keep the sloughs clean and safe after
Aqua Terra is completed; and added that San Mateo County Counsel, Mr. Casey, stated
that the County Sheriff s Department would assist the City in enforcing such a City
Ordinance. (205)
MEMO 9/26/95
D. Ted Hanning, 1001 Marshall, Redwood City, advised he was born in Redwood City, lives
and works in Redwood City, and urged Council to put the citizens of Redwood City first
when deciding about the new City Hall. Mr. Hanning suggested the Council put this issue
on the ballot as an advisory question to the public. Mr. Hanning also suggested the
Council consider the plan he proposed several months ago that the City lease space in
1001 Marshall, the Marshall Squares complex, and let the old City Hall site be developed
as a mixed use venture that would provide tax revenue and jobs to the City.
MEMO 9/26/95
----------------------------------------------------------------------------------------------------------------------
2.
