<br /> REPORT: Planning Director, October 9, 1995 <br /> Planning Director Patterson presented the staff report. Gold's Gym had applied for a <br /> Use Permit to operate a health club at 899 Broadway located in the "IR" (Industrial <br /> Restricted) District. The Zoning Administrator had issued a Variance waiving the required <br /> number of parking spaces (134 out of 185) which had been based on surveys of other <br /> health clubs on the peninsula. The appellant, Mr. Lasher, representing several of his <br /> neighbors filed an appeal citing inadequate parking and its adverse economic impact on <br /> their businesses as the main objection to issuance of the Use Permit and Variance. The <br /> appeal was continued so that staff could provide more information on parking and the <br /> pending agreement with Raychem for parking spaces, and crime statistics in the area. <br /> Planning Director Patterson distributed a memo listing the names of proponents (6) and <br /> opponents (4) of the appeal, and a copy of Redwood City's Land Use Element of the <br /> General Plan, citing L- 7. "Industrial and employment areas should encourage accessory <br /> uses and services such as restaurants, health clubs, child care, office supply sales, and <br /> delicatessens." <br /> Planning Director Patterson showed overheads of the physical layout of the area and <br /> where Raychem would provide 41 parking spaces that would be used by patrons of Gold's <br /> Gym. With the addition of the 41 additional parking spaces the Variance was no longer <br /> required, as there would be a total of 175 parking spaces which exceeds the number of <br /> parking spaces required by a gym of that size, 30,000 square feet. Director Patterson <br /> advised that there was a slight overlap of parking use with the warehouse next door, but <br /> the peak hours of the gym are after 5 :00 p.m., which is after the warehouse closes, and <br /> staff considered the parking problem resolved for both uses being proposed. <br /> Director Patterson advised that Police statistics show there have been only three reported <br /> crimes in the last two years, and there have been no reports of vagrants in the area. <br /> Councilwoman Steinfeld reported that she had received a video from the appellant <br /> showing parking and traffic impacts in the area. Councilwoman Steinfeld stated that <br /> additional parking spaces did not resolve the issue of deliveries and loading and unloading <br /> of trucks and semi-trailers in an already congested area. Councilwoman Steinfeld stated <br /> that the Variance allows a different set of standards to be applied to a new business which <br /> would have a significant and adverse impact on the surrounding existing businesses. <br /> Councilwoman Steinfeld expressed her skepticism that the limited lunch hour use <br /> condition could ever be enforced. <br /> In response to Council questions, Director Patterson advised that the owner of the <br /> warehouse would work with his warehouse tenants to resolve the truck loading and <br /> unloading issue, the City did not police private parking lots, additional parking agreements <br /> can be made conditions of the Use Permit and Variance, the Gold's Gym applicants agreed <br /> to the condition of limited lunch time use and they have computer monitoring that allows <br /> MINUTE BOOK NO. 53 Regular Meeting Minutes <br /> Page No. 372 October 9, 1995 <br /> Page 11 <br />
