Appeal of the Zoning Administrator's approval of a 29 space parking lot for a church located at 631-641 Iris Street - David Saisi, 649 Iris Street, Appellant (603); Affidavits of mailing and publication are on file in the City Clerk Department. The City Clerk swore in all those intending to give testimony before the Council regarding Agenda Items 6.A., 6.B. and 8.A. MEMO 10/10/95 1) Staff report; REPORT: Planning Director, October 9, 1995 Planning Director Patterson presented the staff report and described the Jehovah's Witnesses' desire to construct a 29 space parking lot behind their Kingdom Hall on adjoined properties to alleviate on-street parking problems; and the appeal by David Saisi on behalf of many of his neighbors who did not want a parking lot in their back yard that would create noise and traffic, and who believed that covering the existing culvert would cause flooding and more parking would lead to even more traffic and expansion of the Kingdom Hall. Director Patterson explained his two reasons for approving the subject Use Permit: the Kingdom Hall had been in existence on that property for 45-years; and places of worship belong in residential neighborhoods just as schools and parks do, even though they also bring traffic, parking and noise problems. In response to Council questions, Director Patterson advised that the Architectural Advisory Committee had not met yet to review the plans, and described the proposed landscaping. Director Patterson advised that the plan called for working with the neighbors to determine which trees would be more beneficial to the neighborhood. Director Patterson advised that if the Hall wished to expand, the plans would be subject to all zoning ordinances, and even with the new proposed parking, they would not be able to expand and meet the zoning requirements.
