Appeal of the Zoning Administrator's approval of a 29 space parking lot for a church <br /> located at 631-641 Iris Street - David Saisi, 649 Iris Street, Appellant (603); <br /> Affidavits of mailing and publication are on file in the City Clerk Department. <br /> The City Clerk swore in all those intending to give testimony before the Council regarding <br /> Agenda Items 6.A., 6.B. and 8.A. <br /> MEMO 10/10/95 <br /> 1) Staff report; <br /> REPORT: Planning Director, October 9, 1995 <br /> Planning Director Patterson presented the staff report and described the Jehovah's <br /> Witnesses' desire to construct a 29 space parking lot behind their Kingdom Hall on <br /> adjoined properties to alleviate on-street parking problems; and the appeal by David <br /> Saisi on behalf of many of his neighbors who did not want a parking lot in their back <br /> yard that would create noise and traffic, and who believed that covering the existing <br /> culvert would cause flooding and more parking would lead to even more traffic and <br /> expansion of the Kingdom Hall. Director Patterson explained his two reasons for <br /> approving the subject Use Permit: the Kingdom Hall had been in existence on that <br /> property for 45-years; and places of worship belong in residential neighborhoods just <br /> as schools and parks do, even though they also bring traffic, parking and noise <br /> problems. <br /> In response to Council questions, Director Patterson advised that the Architectural <br /> Advisory Committee had not met yet to review the plans, and described the proposed <br /> landscaping.
