The plan had been expected by the City and the State and was based on the CalTrans
method.
William L. Goldsmith, 36 Duane Street, Redwood City, confirmed that the Kingdom
Hall was built on an empty lot, and the house next door had been added to. He felt that
the neighbors were addressing that addition when they stated that the Hall had
originally been built as a residence. Mr. Goldsmith is a licensed real estate broker and
he stated that two houses in the neighborhood had been sold at a top price. He urged
Council to approve the permit.
James Vasallo, 418 Winding Way, San Carlos, told Council that the Peninsula
Conflict Resolution Committee said that neighbors had complained about noise after
meetings, and based on that complaint, the congregations voted and now meet earlier,
out of the Hall by 9:00 p.m. Regular announcements are made that members wishing
to chat after the meeting, remain inside the building. There are evening meetings only
three nights a week. Mr. Vasallo sated that the congregations have made concessions
to the neighbors.
Doug Maus, 1679 Carleton Court, Redwood City, said that there are many members
eighty years of age and over in the congregations, some are disabled, but there are no
disabled spaces for parking. Mr. Maus stated it was necessary to bridge the creek for
legally necessary disabled parking.
Neil Edwards, 930 Vera Avenue, Redwood City, said that the second piece of
property was purchased by the church for $275,000, taking out a loan for $325,000 and
received contributions. Money was spent in addition to the purchase to remodel the
home to make it an attractive residence for two full-time volunteer ministers.
Hundreds of thousands of dollars were spent to improve the neighborhood.
Ronald Mazzoni, Redwood City, stated he was an employee of the City of Daly City,
and described the low lighting proposed for the parking lot and the removal of the
lights in the back of the building in their efforts to be good neighbors.
David Chiapparelli, 1310 St. Francis Way, San Carlos, said that Kingdom Halls are
built worldwide, and they plan, organize, and execute building projects of all sizes.
Mr. Chiapparelli stated that the Redwood City Hall is actually allowed 1,300 people
every week, but the estimated use is maybe 300 a week. The Hall has been there fifty
years, and based on this information, one could project it would be the year 2162
before a larger Hall is needed.
John Young, 722 Bayview Way, Redwood City, said the message had been sent that
the neighbors don't want members parking on the street. The disabled have been told
to move. One member has had a car blocked by neighbor cars so police had to be
called in order to get the car out. Nails have been placed to puncture tires, and a tire
has been slashed. Neighbors disrupt meetings wanting cars to be moved so they can
MINUTE BOOK NO. 53
Page No. 402 Adjourned Regular Meeting Minutes
October 30, 1995
Page 15
