park their cars in those spaces on the street, and that is why the church needs a parking
lot.
Frank Bagnarol, 305 Hill Way, 8ah Carlos, addressed the issue of the congregation
coming from outside Redwood City. Mr. Bagnarol stated that people can practice their
religion where they choose. He stated that although they now live in San Carlos, his
wife was born in Redwood City and they still own property and pay taxes in the City.
He expressed concern regarding his wife's and mother's safety. They park on
Jefferson and walk to Iris.
Dr. Nancy Jewell Cross, Council candidate, 800 Main Street, Redwood City,
addressed the issue of access to churches, and urged that the Council go to SamTrans
and relay the need for bus service on Sundays, Saturdays and evenings. Dr. Cross
stated that with no Sunday bus service churches are accessible only by car.
Gary Royce, attorney-at-law, 1365 Edgewood Road, Redwood City, stated that he is
not a Jehovah's Witness, but his wife is, and safety is an issue in this case. Mr. Royce
stated that Witnesses are family oriented, law-abiding people, and currently they are
parking far away from the church and walking. He stated that CEQA did not apply to
the subject permit. He added that the congregation members did not like the
restrictions, but Mr. Patterson thought the issues out prior to imposing the restrictions.
Mr. Royce commented that he has served as a Planning Commissioner in another city.
Joe Steinfeld, Council candidate, 850 Main Street, Redwood City, told Council
Members that they do have a difficult decision to make, and he could not understand
why people do not want the cars off the street. He stated that property values were
decreasing, and wondered by Jehovah's Witnesses had not sought another location for
the church. Mr. Steinfeld expressed the need to protect residential neighbors from
intrusion, stating that these are two groups of good people in opposition. He added
that the particular proposal would impact the site, especially since it is a small area.
4) Close public hearing;
MIS: HARTNETT/SANFILIPO CLOSE THE PUBLIC HEARING
CARRIED BY UNANIMOUS VOICE VOTE AND HEARING CLOSED AT 10:00 P.M.
MINUTE ORDER NO. 95-218
5) Council action;
Councilman Sanfilipo asked questions regarding the origin of the purchase and costs
of the adjoining property.
Councilwoman Steinfeld addressed the issue of property taxes.
MINUTE BOOK NO. 53
Adjourned Regular Meeting Minutes Page No. 403
October 30, 1995
Page 16
. ..--.-. . ..
