<br /> City Manager Everett advised that the use of the second property was as a residence <br /> and was not used for church purposes. <br /> Councilwoman Steinfeld added that it could be exempted since it is being used as a <br /> parsonage, and therefore, property tax should not enter into the debate. <br /> City Manager Everett stated that it was just a fact that the owners were paying tax on <br /> the property. <br /> In response to Councilwoman Howard's questions, Director Patterson advised that <br /> only a City permit would be required for this project. If the church were to expand it <br /> would require a use permit and a variance, however, Director Patterson stated he did <br /> not believe these permits would be approved because of the parking requirements that <br /> would accompany such permits. <br /> In response to Vice Mayor Hartnett's questions, Director Patterson stated that when <br /> the other church parking lots were built, those conditions were not required, and there <br /> have been no new churches built in residential neighborhoods. <br /> In response to Council candidate Councilwoman Buchan's questions, Director <br /> Patterson stated that a boxed culvert could be built closer to ground level and not be <br /> as high as a bridge going over the culvert. Also by spanning the culvert there is a net <br /> increase of 20 spaces. <br /> Councilwoman Steinfeld expressed her concerns that there was dissension regarding <br /> how much of a loss and whose properties would be affected, and added that <br /> accountability was a problem as every decision was voted upon the different <br /> congregations. She also expressed concerns regarding inspections and the quick cure. <br /> Director Patterson stated that this was a small project and could go quickly. It was <br /> not necessary that each pouring cure to maximum hardness before the next pour. The <br /> culvert would not be constructed during the rainy season. The permit would be for <br /> March or April of next year, and the necessary equipment would not be the large, <br /> massive equipment used on huge projects. <br /> In response to Vice Mayor Hartnett's questions regarding darkness of the street and <br /> other safety issues, Director Patterson advised that would be beyond the scope of the <br /> permit. <br /> Councilman Sanfilipo suggested that the City add street lights on the neighborhood <br /> blocks, and inquired if the neighbors would contact the City or the Witnesses when <br /> construction problems occurred. Director Patterson stated that anything built must be <br /> built to the permit, and would be handled through building and engineering divisions. <br /> The neighbors may review landscaping plans. The church must meet the conditions of <br /> the Use Permit. When problems occur people usually contact the City, the developer, <br /> the property owner, or all of the above.
