In regard to further questions from Council regarding historical set backs and fence
heights, Director Patterson replied that information pertaining to those issues
predated his knowledge regarding Redwood City.
Councilwoman Steinfeld stated that six foot set backs are not unusual.
In answer to Councilwoman La Berge's questions regarding noise and tree removal,
Mr. Brede stated that fifteen trees would be added and the large oak and redwood
trees would be maintained. The Jehovah's Witnesses would work with the neighbors
on landscaping and the height of new trees.
In response to Councilwoman Howard's questions regarding encroachment, Mr.
Brede stated that the congregations would be happy to take care of problems including
building new fences if necessary. There is a committee for the project, and the
committee could make decisions, and it is not necessary to take issues to all
congregations. The neighbors have the phone numbers of the committee members.
Also, the church would work with the Architectural Advisory Committee if the City so
desired.
Councilwoman Steinfeld addressed the City Attorney regarding documents that
would guarantee these solutions to the neighbors concerns.
City Attorney Schricker replied that in regard to the permit that there are conditions
of approval, and the church is answerable to any damage, and the City does not get
involved in private property.
MIS: HARTNETT/BUCHAN TO UPHOLD THE APPEAL AND DENY THE
KINGDOM HALL USE OF ITS PROPERTY FOR A PARKING LOT
Vice Mayor Hartnett advised that he accepted the Jehovah's Witnesses representation
and concern for their neighbors. Paving over the culvert is a dramatic change and
beyond what he would expect in a residential area. Vice Mayor Harnett stated that the
project would impact the area and not affect the parking problems significantly. He
expressed concern regarding treatment to congregation members, and stated that the
congregation is rightfully there to stay. It is important for churches to be in the
neighborhoods and this congregation should not be driven off. However, the trade-off
for the impact to the area is not sufficient.
Councilwoman Howard stated she agreed with many comments of the Vice Mayor,
and felt that the congregation went to great lengths to alleviate neighbors' concerns.
Councilwoman Howard stated that the proposal would alleviate parking problems and
believed that this proposal would be better than the existing situation.
MINUTE BOOK NO. 53
Adjourned Regular Meeting Minutes Page No. 405
October 30, 1995
Page 18
- - ..--.-......... ... _.......... ......-......-..-..................--....-.--.
