<br /> Councilwoman La Berge said she would not vote to uphold the appeal, that churches <br /> should be in neighborhoods, and that they could coexist peacefully. Councilwoman La <br /> Berge felt that the proposal began to address the problem of cars on the street, and <br /> stated she was not aware of problems with other churches. <br /> Councilwoman Steinfeld expressed concern regarding the lack of detailed protection <br /> of the neighborhood. Also, when one makes an investment there are no guarantees. <br /> Councilwoman Steinfeld expressed further concern regarding statements of <br /> discrimination and slashed tires, and felt that there were two angry groups of people. <br /> Councilwoman Buchan stated she appreciated the courtesy and respect of those <br /> present during the process, and stated she had hoped that the compromise would have <br /> been acceptable to both sides. <br /> In response to Councilman Sanfilipo's questions regarding resubmitting the <br /> application, City Attorney Schricker advised the Jehovah's Witnesses could do so, <br /> after one year had expired. An application could be submitted prior to that time if it <br /> were significantly different. <br /> Vice Mayor Hartnett stated that paving over the culvert and expanding in the back <br /> was a dramatic change, however, he believed that something could be allowed. He <br /> asked what would be considered significantly different. <br /> City Attorney Schricker replied that it would be a judgment call of the Zoning <br /> Administrator. <br /> MEMO 10/31/95 <br /> Mayor Gasparini stated that she too had hoped for a compromise. Unfortunately <br /> some group will feel that it lost tonight, but it was necessary for Council to weigh and <br /> balance the current situation. Both sides worked very long and hard on this issue. <br /> Mayor Gasparini stated she felt the trade-off would be detrimental to the <br /> neighborhood, but also felt that churches belonged in the neighborhood.
