The shelter planned for Redwood City <br /> will have beds for 60 people, and Dr. Cross urged the Council to work with Palo Alto <br /> regarding distribution of shelter beds, and expressed her opinion that each City should <br /> pay for its fair share based on real estate values. <br /> Vice Mayor Hartnett emphasized that the City of Redwood City had no legal authority <br /> to regulate County shelters on County property which the proposed shelter will be. There <br /> is a limit on the number of homeless who can stay at the shelter and there will be strict <br /> guidelines established for the shelter. Vice Mayor Hartnett stated that a representative of <br /> Redwood City will serve on the Shelter Task Force being established. In response to <br /> Mayor Gasparini's request for a County contact, Vice Mayor Hartnett recommended that <br /> the County Manager John Maltbie or someone from his office, or the County Housing <br /> Coordinator be contacted. <br /> B. Joe Steinfeld, Council candidate, 850 Main Street, Redwood City, urged Council to take <br /> action regarding a certain issue or there will be more publicity. Mr. Steinfeld distributed <br /> copies of a portion of the City of Redwood City Charter, and a newspaper article that had <br /> appeared in the San Mateo Times Weekend Edition, July 15-16, 1995, as well as a copy <br /> of a letter he had received from the City Attorney. Mr. Steinfeld stated that <br /> Councilwoman Buchan was not obeying City laws. <br /> City Attorney Schricker stated that the public comment purpose was to focus on fact not <br /> personal recriminations. <br /> Mr. Steinfeld stated that he had requested a transcript of Councilmember Buchan's <br /> statements made September 26, 1995, under oath, but City Attorney Schricker has refused <br /> to release them. Mr. Steinfeld stated that the City Council could see the document in <br /> Closed Session. He read portions of Section 27, No Interference Between Council and <br /> City Manager, from the City's Charter. He also read a portion of Section 44, pertaining <br /> to the duties of the City Attorney. Mr. Steinfeld stated that the City Attorney was to give <br /> advice and prosecute those who commit offenses against ordinances of the City, protect <br /> the citizens against official misconduct and law breaking. <br /> City Attorney Schricker suggested that Mr. Steinfeld bring his remarks to a conclusion, <br /> he had responded to Mr. Steinfeld's letter, the records Mr. Steinfeld requested related to <br /> litigation and were not public record, and therefore they were not to be released. <br /> Mayor Gasparini warned Mr. Steinfeld not to interrupt. This was his first warning. <br /> City Attorney Schricker continued and stated that further discussion of this issue was <br /> not in the public interest, and would only serve Mr. Steinfeld's personal purposes. <br /> Mr. Steinfeld stated that the City Council had a right to review the transcript in Closed <br /> Session as does the Grand Jury.
