No express requirements for off-street parking are established by the <br /> Zon. Ord. for health club/gymnasiums. Under such circumstances, the Zoning <br /> Administrator is authorized to determine, upon application of a project proponent, <br /> the required number of off-street parking spaces (Zon. Ord. §30.4a.). Based <br /> upon a survey of local communities, the Zoning Administrator determined that <br /> 150 off-street parking spaces would be required for the health club/gymnasium <br /> portion of the Project. <br /> 7. In accordance with the foregoing provisions of the Zon. Ord., the total <br /> number of off-street parking spaces required for the Project is 185. The <br /> Applicant's proposal for the Project provided 134 off-street parking spaces and, <br /> hence, a variance would be required to avoid providing the remaining 51 spaces. <br /> 8. During the pendancy of the appeal, the Applicant submitted a proposal <br /> whereby additional off-street parking spaces for the benefit of the Project would <br /> be provided on lands adjacent to the Property, which proposal, if legally <br /> enforceable, would obviate the necessity for a variance. <br /> 9. The aforementioned proposal for the additional off-street parking <br /> spaces was not, as of the continued date for considering the matter (October 9, <br /> 1995) conclusively established in a legally enforceable manner. <br /> 10. The warehouse portion of the Project would be operated for the <br /> receipt, storage and distribution of materials, and could continue to be so <br /> operated as a permitted use under the Zon. Ord. without reference to the <br /> intensity of such use (Zon. Ord. §17.2b.). Appellant's property is used for the <br /> manufacture and distribution of boilers, also a permitted use (Zon. Ord. §17.2a, <br /> see, also, subdiv. c). Other properties in the vicinity of the Project include an <br /> automobile and truck repair shop, a paint store serving industrial-use customers, <br /> a cabinetry, furniture refinishing and repair shop, a plumbing and heating <br /> business, a manufacturing quality/process control company, and other <br /> warehouse operations, all of which are permitted uses under the Zon. Ord. (Zon. <br /> Ord. §17.2). <br /> 11. The permitted industrial uses in the vicinity of the Property generate <br /> and attract heavy-duty truck and other commercial vehicular traffic, as well as <br /> automobile and lighter-duty business and commercial traffic during working <br /> hours. Both on and off-street parking is necessary for such vehicular usage. <br /> 12. The aforesaid industrial and commercial businesses generate <br /> intensive on-street parking during working hours.
