<br />Page 1 of 2 <br />ATTY/RESO.3155/HUMAN SERVICES FINANCIAL ASSISTANCE PROGRAM ENDOWMENT AND FUNDING RECOMMENDATION <br />REV: 11/9/15 PT <br />RESOLUTION NO. ___________ <br /> <br /> <br />A RESOLUTION APPROVING HOUSING AND HUMAN CONCERNS <br />COMMITTEE RECOMMENDATION FOR THE HUMAN SERVICES <br />FINANCIAL ASSISTANCE PROGRAM ENDOWMENT AND FUNDING <br /> <br />WHEREAS, Redwood City’s Human Services Financial Assistance (HSFA) <br />Program has a long standing history having existed for over 35 years prior to the <br />program’s phasing out due to budget constraints in Fiscal Year 2013-2014; and <br />WHEREAS, the HSFA Program provides a public benefit by funding local non- <br />profit organizations to provide basic human services to older adults, people with <br />disabilities, families, youth, and individuals in need in Redwood City; and <br />WHEREAS, the City’s Strategic Plan includes a goal of providing access to a <br />variety of supportive services to assist those in need; and <br />WHEREAS, this Council, at its June 8, 2015 meeting directed staff to establish a <br />$1 million HSFA Endowment in the Fiscal Year 2015-2016 budget while at the same <br />time challenging community partners to match this seed funding to reach a target of $2 <br />million; and <br />WHEREAS, this Council also asked to have the Housing and Human Concerns <br />Committee to work on re-establishing the program with a recommendation to Council <br />regarding the amount of funding per year given the goal of creating a $2 million <br />endowment; <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF REDWOOD CITY AS FOLLOWS: <br /> <br />1. To allocate $100,000 each year for Fiscal Year 2015-2016 and Fiscal <br />Year 2016-2017 for the Human Services Financial Assistance (HSFA) <br />6.3.A. - Page 3
