9

of new public parking on this site creates centrally-located and accessible parking near
downtown attractions including the historic courthouse, restaurants, clubs, theatres, and
retail shops, as well as downtown events.

Further, the Applicant has entered into an agreement with the San Mateo County
History Museum (historic courthouse) to provide 2-hour free parking validation for
museum visitors during public parking hours (3-year pilot program). The Applicant has
also committed to an extensive transportation demand management (TDM) plan,
including providing developer-funded Caltrain passes for building tenants with less than
50 employees for the first year of building operation.

The project includes payment of a parking in-lieu fee instead of building 118 additional
parking spaces. Payment of the in-lieu fee serves many beneficial purposes. The City
can utilize parking in-lieu fees from this and other downtown projects to develop
additional downtown parking that would be accessible to the public at all times, not just
nights, weekends and holidays. The City would also have more control over its own
parking facilities with the flexibility to program the facilities to meet the needs of
downtown visitors, such as valet and pricing programs. In other words, while the public
will be able to utilize the parking within office developments on nights and weekends,
publicly controlled parking is available to the public at all times.

New downtown shared public parking will be established at the following locations:

· Crossing 900: 904 new shared public spaces. 211 onsite spaces had previously
existed on this site.
· 550 Allerton: 148 new shared public spaces (no onsite, public spaces removed)
· 815 Hamilton: 88 new shared public spaces (no onsite, public spaces removed)
· 525 Middlefield: 8 new shared public spaces (no onsite, public spaces removed)
· 601 Main: 17 new shared public spaces (no onsite, public spaces removed)

Total: 954 new shared public parking spaces available nights, weekends and holidays.

· Proposed 601 Marshall: 255 new shared public spaces (no onsite, public spaces
removed)

Total with 601 Marshall: 1,209 new shared public parking spaces available nights,
weekends and holidays.

Parking in-lieu fee fund balance and anticipated fees to be collected:

7.C. - Page 9
