8 <br /> <br />The Council also expressed an interest in understanding future increases to Caltrain <br />capacity. The DTPP identifies capitalizing on the benefits of enhanced commuter rail <br />service and relies on the train being a major mode of transportation for commuters as <br />specific goals and strategies for downtown. <br /> <br />Data that was collected by Caltrain1 during the first quarter of 2015 found that: <br />· Redwood City continued to be the 6th busiest station (out of 32) with 3,233 <br />average weekday riders (compared with 13,571 at San Francisco and 7,197 at <br />Palo Alto) <br />· Average weekday ridership in 2015 was 58,245 passengers <br />· Peak period ridership increased 11.9% from 2014 <br />· Twenty-two trains were at or over capacity during the survey period. Over <br />capacity is defined as 95% or more of the seats being taken. Typically people still <br />stand on the train when it is over capacity. <br />· Average passengers per train during peak hours were 798 on Baby Bullets, 735 <br />on Limited trains, and 358 on Local trains. Capacity varies based on train type, <br />but average train capacity at the time of this study was 650 passengers. <br /> <br />The statistics above were taken prior to Caltrain expanding their capacity. In May 2015, <br />Caltrain started adding a sixth car to four train sets, which added 150 seats and <br />additional standing room. An additional 12 cars will be added to the remaining train sets <br />in 2016. <br /> <br />Caltrain electrification is scheduled for completion in 2020-21, which will allow six trains <br />per peak hour per direction. This will result in an additional 20% increase in peak <br />capacity. This will result in more trains that will stop in Redwood City during peak <br />hours, increasing service to downtown (likely increase from three to five trains per hour, <br />per direction). <br /> <br />Downtown Parking: <br />At the September 28, 2015 hearing, there were several Council questions about the <br />project’s parking proposal, the total amount of parking coming online as a result of <br />recent approvals, and the total projected in-lieu fee fund. <br /> <br />The existing 601 Marshall Project site contains four low-rise commercial/office buildings <br />with associated private surface parking that serves the buildings. The settlement <br />agreement project would create a new 124,220 s.f. office building with 255 on-site <br />parking spaces. These spaces would be available to the public on nights, weekends <br />and holidays, thus providing new public parking where none currently exists.
