7 <br /> <br /> <br /> <br />Additional Traffic Analysis <br />Typically project applicants are only required to submit the TIA described above. <br />However, given interest in traffic conditions, the applicant submitted an additional traffic <br />analysis, which collected updated intersection data. The analysis is attached to this <br />report. Fehr & Peers collected current data for the following eight intersections: <br /> <br />· Broadway/Marshall <br />· Marshall/Jefferson <br />· Marshall/Main <br />· Broadway/Middlefield <br />· Broadway/Jefferson <br />· Broadway/Main <br />· Middlefield/Jefferson <br />· El Camino Real/Jefferson <br /> <br />The volumes at these intersections were compared to the 2010 Existing Conditions as <br />well as the Cumulative scenario in the DTPP EIR. The findings were as follows: <br /> <br />· These 2015 traffic counts were found on average to be higher than the 2010 <br />Existing Conditions traffic counts in the AM, but lower in the PM. <br /> <br />· All 2015 counts are within the total Cumulative Traffic counts analyzed in the <br />DTPP EIR. <br /> <br />It should be noted that lane closures due to downtown construction activity may divert <br />traffic to and through different intersections, causing a temporary increase or decrease <br />to register for those intersections. Also, a direct comparison to the existing conditions of <br />2010 is difficult to make because projects in and around Downtown (such as 201 <br />Marshall Street and 640 Veterans Boulevard) have been completed since 2010 and are <br />already contributing their share of traffic to the 2015 current conditions. <br /> <br />In summary, traffic impacts were identified and anticipated in the DTPP EIR. The 601 <br />Marshall Street development project will contribute to increased traffic in and around <br />Downtown. This contribution was expected and analyzed, and falls within the total <br />cumulative with project scenario described in the DTPP EIR. <br /> <br />Caltrain Capacity: <br />7.C. - Page 7
