6

traffic volumes in 2030, assuming citywide buildout of the 2010 General Plan,
plus the previously-proposed Cargill Saltworks project (now withdrawn), plus the
DTPP Maximum Allowable Development (M.A.D.) buildout (for all categories of
development).

Significant cumulative with project impacts were identified for the following
intersections:
· El Camino Real/Whipple*
· El Camino Real/Jefferson
· Main/Woodside*
· Middlefield/Jefferson
· Middlefield/Main
· Middlefield/Woodside*
· Broadway/Walnut
· Broadway/Chestnut*
· Broadway/Woodside*
· Bay/Woodside*
· Bradford/Main
· Veterans/Whipple*
· Veterans/Woodside*
· Segments of US 101 between Holly Street and Marsh Road*
· US 101/Woodside freeway ramp operations*
(*denotes intersections outside of the DTPP area)

The City Council acknowledged these traffic impacts and, as part of the EIR certification
on January 24, 2011, adopted a Statement of Overriding Considerations finding that
“the environmental, social, economic and other benefits of the DTPP override the
significant adverse impacts of the DTPP”.

601 Marshall Traffic Analysis
As part of the project by project environmental review, all applicants must submit a
Traffic Impact Analysis (TIA). The TIA examines how much traffic would be generated
from a project, and how the traffic would distribute to nearby intersections. The TIA then
compares the results to the projections in the DTPP EIR. Fehr & Peers, a local
Transportation Consultant firm, submitted the TIA for the proposed 601 Marshall Street
development. The TIA describes the proposed development project as having a low to
modest effect on most of the intersections studied in the EIR. It also describes the
proposed development project as contributing to, but not exacerbating, the projected
impacted conditions of the Jefferson/Middlefield and Jefferson/El Camino intersections
as described in the EIR and the Statement of Overriding Considerations.
7.C. - Page 6
