REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 16, 2015 <br /> <br />SUBJECT <br />Final Acceptance – Main Street Dog Agility Park Project <br /> <br />RECOMMENDATION <br />By motion, accept the Main Street Dog Agility Park Project and authorize the release of <br />bonds and retention according to city procedures. <br /> <br />BACKGROUND <br />On May 30, 2015, the Parks, Recreation and Community Services Department <br />celebrated the completion of a new dog park located on Main Street between Beech <br />and Elm Streets near the downtown. Unlike typical dog parks that commonly function as <br />a dog run, the small triangular park is a fenced park that offers agility practice and <br />socialization of dogs. The project also included right-of-way improvements, primarily for <br />safe access to the park. On September 22, 2014, Council awarded the construction <br />contract for the Main Street Dog Agility Park Project to the lowest responsive and <br />responsible bidder, Redwood Engineering Construction of Redwood City, California, for <br />their low bid of $444,825.00. <br />The major improvements by the contractor were the installation of concrete paving, new <br />subsurface drainage and decomposed granite in the dog agility and play area, <br />installation of a new gates and fencing, drinking fountain equipment and utilities, agility <br />equipment, new planting, and street improvements such as new sidewalks with <br />streetlights and street trees, crosswalks, bulb-outs, and curb & gutter. The <br />improvements also include modifications to the existing electrical service and irrigation <br />system that follows the AB1881 water conservation regulations (i.e. use bubblers rather <br />than spray heads).The construction work performed by City staff included the creation <br />and installation of a shade arbor, several features of the agility equipment, and a unique <br />hand-crafted park sign. <br />ANALYSIS <br />In February 2012, the City adopted Resolution 15165 permitting the permanent street <br />closure of Beech Street from Main Street to the railroad tracks to vehicles and for the <br />continued use by the public.
