For construction activity resulting in a land disturbance of one acre or more, applicant <br />shall file a Notice of Intent (NOI) with the State Water Resources Control Board under <br />the Construction Activities Storm Water General Permit (General Permit). The NOI <br />indicates the applicant’s intent to comply with the San Mateo Countywide Stormwater <br />Pollution Prevention Program, including a Stormwater Pollution Prevention Plan <br />(SWPPP). <br />75. Traffic control for lane closures shall conform to the Work Area Traffic Control <br />Handbook; street closures require prior submission of traffic control plans to be <br />approved in advance. <br />76. If a subterranean garage will necessitate groundwater pumping into the sewer <br />system, a Discharge fee will apply and a Discharge Permit will be required by Silicon <br />Valley Clean Water (SCVW, formerly South Bayside System Authority). <br />77. The applicant shall obtain an encroachment permit for any shoring which affects the <br />public right of way. No tiebacks shall extend into the public right of way or onto <br />adjacent private properties without the written consent of the City Engineer and/or the <br />private property owner. Any tie-backs within the City’s right of way shall be de- <br />tensioned prior to permit sign-off and/or project acceptance. <br />78. No construction parking, material storage, equipment, or other construction-related <br />use shall be allowed within the City right-of-way without prior approval from the City <br />Engineer. Prior to encroachment permit issuance, the applicant shall submit a <br />construction parking management plan, which shall outline the number of <br />construction workers by phase, phase duration, and where workers will park for each <br />phase of work. <br />Prior to Commencement of Construction: <br />79.78. After the City permits are approved, but before beginning construction, the <br />owner/applicant shall hold a preconstruction conference with Engineering staff and <br />other interested parties. The developer shall arrange for the attendance of the <br />construction manager, contractor, and all subcontractors who are responsible for <br />grading and erosion and sedimentation protection controls. <br />80.79. The Applicant shall prepare an Erosion Control Plan subject to City approval <br />and consistent with the San Mateo County Stormwater Pollution Prevention Program, <br />as well as Best Management Practices (BMPs) specified by the Redwood City <br />Stormwater Management and Discharge Control Program (Municipal Code Chapter <br />27A). The Erosion Control Plan and BMPs shall be implemented during construction. <br />The BMPs for construction shall be implemented to protect water quality, in <br />accordance with the approved Stormwater Pollution Prevention Plan (SWPPP). BMP <br />plan sheets are available electronically for inserting into project plans. <br />80. Prior to removing any public parking spaces from public use during construction, the <br />applicant shall make this request of the City and pay the applicable fee per Municipal <br />Code sections 20.175 through 20.183. <br />81. The Applicant must prepare a construction traffic hauling and routing plan, subject to <br />City review and approval in order to minimize construction traffic-related impacts on <br />7.C. - Page 29
