Box 391 <br /> Redwood City, California 94064-0391 <br /> Subject: Proposal to Conduct a Traffic Study for the 585 Whipple Avenue Site Redevelopment <br /> Dear Mr. Williams: <br /> Hexagon Transportation Consultants, Inc. is pleased to submit this proposal to prepare a traffic analysis <br /> for the proposed upgrade of the existing service station located at 585 Whipple Avenue. The project as <br /> proposed will consist of reconfiguring the existing service station with the relocation of fueling islands, <br /> addition of a 2,800 square-foot mini-market, and addition of a car wash. Hexagon has many highly <br /> experienced and professional staff available to work on this project. Our proposed scope of services is <br /> based on our experience working in Redwood City. Our proposed Scope of Services, Time of <br /> Performance, and Cost for Services are described below. <br /> Scope of Services <br /> The tasks to be included in the analysis are: <br /> 1. Site Reconnaissance. The physical characteristics of the site and the surrounding roadway network <br /> will be reviewed to identify existing roadway cross-sections, intersection lane configurations, traffic <br /> control devices, and surrounding land uses. <br /> 2. Surveys and Data Collection. Hexagon will conduct surveys at two existing sites with service <br /> station, convenience market and car wash in order to observe the intensity of vehicular use and <br /> potential conflicts with traffic circulation on site. The City will provide for the intersections of <br /> Veterans Boulevard & Whipple Avenue and Industrial Way/Winslow Street & Whipple Avenue the <br /> existing and approved peak-hour intersection turning movement volumes. Any applicable roadway <br /> improvements associated with approved developments will be assumed as directed by city staff. No <br /> new traffic counts will be conducted for this study. <br /> 3. Project Trip Generation. Based on the proposed project description, site-generated traffic will be <br /> estimated using the vehicular trip generation rates specified by the Institute of Transportation <br /> Engineers (ITE). Reductions for pass-by trips will be applied as appropriate. Trip generation for the <br /> proposed project will be calculated and the site will be credited for trips generated by the existing <br /> service station on site. The trip generation estimates will be submitted to the City traffic engineer <br /> for review and approval prior to proceeding to the subsequent tasks. <br /> 4. Project Trip Distribution. The directional distribution ofproject traffic will be forecast based on <br /> existing travel patterns, relative locations of complementary land uses in the area, and any pertinent <br /> information available from previous traffic studies.
