<br /> In answer to further Council questions Mr. Morgan described the bidding system to <br /> be used and its advantages, and how itwiU be customized for this project. He stated <br /> the biggest advantage of this system was elimination of the adversarial roles of <br /> architect and contractor. The team approach diminishes the possibilities for change <br /> orders and claims. This system allows pre-qualification that will identify those <br /> contractors who are financially responsible and qualified technically. The old way <br /> only provides a low bid and a bond, with no idea of performance, quality or OSHA <br /> compliance. <br /> 3) Design changes considered to stay within budget (Steve Haines, Fisher Friedman & <br /> Assoc.) <br /> Steve Haines, Fisher Friedman & Associates Architects, explained the need for a <br /> redesign of the building that would still meet the objectives of the Council and stay <br /> within budget. Mr. Haines described some options that would reduce the cost of the <br /> project including: using different materials, eliminating most of the brick on the <br /> facade, removing the raised tile roofing, simplifying the garden trellis, using different <br /> steel framing on the interior which would reduce the flexibility to remodify the <br /> interior, using one heating/ventilating system instead of two which would result in <br /> repairs being done on overtime thereby increasing maintenance costs, removing one of <br /> the stairways, removing curved glass and go to faceted, reducing complexity and <br /> quantity of landscaping especially on the sides facing Main and Broadway, eliminating <br /> expansion area above the Council Chamber, changing or eliminating Council <br /> Chamber, and the most radical would be to eliminate the curve of the front of the <br /> building entirely. <br /> In response to Council questions, Mr. Haines stated that eliminating the brick would <br /> be a major cost saver and the next would be the interior steel bracing. He provided <br /> details on most ofthe options he mentioned and answered questions on monolithic <br /> plaster, reinforced concrete, terrazzo and concrete flooring, and original costs versus <br /> maintenance costs of carpets.. <br /> In response to Councilman Leipzig's questions, Mr. Haines stated they would <br /> present a list of options substantially in excess of the $1.2 million the bid was over <br /> budget. <br /> Mr. Haines stated that he would outline a palette of changes, Mr. Morgan would <br /> assign a cost and a value to each, and the Council would decide which changes were <br /> desirable and which were not.
