BOARDS, COMMISSION AND COMMITTEE REPORTS <br /> A) Request by Civic Cultural Commission for policy direction on mural guidelines (209) <br /> REPORT: Civic Cultural Commission, Chairperson, December 11, 1995 <br /> Tamara Piulle, member of the Civic Cultural, presented the staff report, described the <br /> Commission's work with the Architectural Advisory Committee on establishing <br /> guidelines, stated there was no fiscal impact, and asked Council for approval of the <br /> proposed guidelines for City and privately commissioned murals. <br /> Council discussed the need for a defined process for mural approval, the need for Code <br /> changes, and aesthetic values. <br /> MIS: RUSKIN/LA BERGE TO APPROVE THE RECOMMENDED GUIDELINES WITH <br /> THE FOLLOWING CHANGES: THE FINAL SENTENCE IN THE DESIGN PARAGRAPH TO <br /> READ: "MURALS MUST PROVIDE INTEREST, HA VE AESTHETIC VALUE, AND THE <br /> ORNAMENTAL CHARACTERISTICS SHOULD NOT BE OVERLY AGGRESSIVE"; AND, <br /> REQUESTS FOR MURAL APPROVAL SHOULD GO BEFORE THE CIVIC CULTURAL <br /> COMMISSION FIRST FOLLOWED BY PRESENTATION TO THE ARCHITECTURAL <br /> ADVISORY COMMITTEE. <br /> Council discussed the need for clearer, more defined guidelines and process. <br /> MOTION WITHDRAWN BY MOVER AND SECONDER. <br /> MINUTE ORDER NO. 95-259 <br /> CONSENSUS: Mayor Hartnett determined it to be the consensus of the Council to have <br /> the City staff and the Civic Cultural Commission provide Council with more information <br /> regarding the appropriate process for mural approval, clearer, more defined guidelines, and <br /> information on what formal action the Council needed to take to implement the process <br /> and guidelines. <br /> MINUTE ORDER NO. 95-260 <br /> -------------------------------------------------------------------------------------------------------------------------- <br /> 6.
