<br /> 1) Staff report; <br /> REPORT: City Engineer, December 11, 1995 <br /> Project and Systems Engineer Vorametsanti presented the staff report, showed <br /> overheads of the area involved, described maintenance impacts and the method of <br /> assessment, and outlined the removal of some land to be maintained by the neighbors, at <br /> their request, and included in the final plan. <br /> Bill Euphrat, financial consultant, described the concept of assessment districts, the <br /> formula used to assess the valuation and assess each parcel, the assessment secured by a <br /> lien on the assessed property, the low to high maintenance determined by natural <br /> conditions, and the City's contribution. In answer to Council questions Mr. Euphrat <br /> described the small percentage of commercial property involved, the benefit others outside <br /> the Lido neighborhood will derive from the subject landscaping; the yet to be determined <br /> turf and play structure ratio, and the Council's annual responsibilities in reviewing and <br /> setting assessments. <br /> 2) Open public hearing; <br /> Mayor Hartnett opened the public hearing at 8:43 p.m. <br /> 3) Hear public comment; <br /> Michael Gibson, representing Redwood Shores Properties, Inc., one of the largest land <br /> owners in the district, used overheads to show the open space involved and the nature of <br /> improvements in the area. <br /> Neal Sims, 7 Buccaneer Lane, Redwood City, representative of the Home Owners <br /> Association in the California Bayside at the Cove, advised Council that the residents were <br /> very supportive of the revised proposal, that they had worked very closely with the <br /> developers and appreciated everyone's willingness to accede to the neighbors wishes to <br /> exclude a small portion of landscaping area from the district and allow the neighbors to <br /> maintain it at a higher level. <br /> In response to Council questions, Paul Lopez, Kaufman and Broad, one of the largest land <br /> owners in the district, assured everyone that a full disclosure of this assessment will be <br /> made to all future property owners in the district. <br /> Don Warren, Redwood Shores Properties, Inc., master developers, expressed strong <br /> support for the assessment district and described the outstanding environment that will be <br /> created in the Lido Development and its positive impact on all of Redwood Shores. <br /> MINU~E BOOK NO. 53 <br /> Page No. 476 Regular Meeting Minutes <br /> December 11, 1995 <br /> Page 8 <br />
