<br />6. PUBLIC HEARINGS <br />None. <br />---------------------------------------------------------------------------------- <br />7. MATTERS OF COUNCIL INTEREST <br />A. Councilman Greenalch discussed the Memo in the Minutes of the regular <br />Council meeting of September 13, 1993 suggesting Council might want to <br />review the policy of a maximum of five units established for the "Lifeline" <br />water service. <br />CONSENSUS: It was determined by Mayor Buchan that it was the consensus of <br />the Council to direct the Council Water and Sewer Committee to review <br />the "Lifeline" water service and report back to the Council. <br /> MEMO 9/28/93 <br />---------------------------------------------------------------------------- <br />B. Councilman Greenalch advised it had come to his attention that the owner <br />of a very successful restaurant in Redwood City had been notified that <br />his restaurant did not comply with the Americans with Disabilities Act. The <br />owner responded that he was granted a building permit to remodel, the <br />restaurant was consistent with those laws and regulations and he had no <br />legal responsibility to make adaptations for citizens with disabilities. <br />Councilman Greenalch produced correspondence between the owner and Eldon <br />Luce, Director of the Center for Independent Living. Councilman Greenalch <br />advised that the City could not force a private business to comply with the <br />law, but asked that the City do what it could legally to counter this lack <br />of sensitivity and the lack of compliance with the Americans with <br />Disabilities Act. <br />CONSENSUS: It was determined by the Mayor that it was the consensus of the <br />Council to have the Mayor work with staff on this matter. <br /> MEMO 9/28/93 <br />---------------------------------------------------------------------------- <br />C. Councilman Sanfilipo expressed his concerns regarding misuse of Council <br />letterhead; asked for an investigation of past uses; asked that <br />Councilwoman Steinfeld be removed from Council Committees having to do with <br />Downtown issues due to a conflict of interest; and asked that Council <br />establish a firm policy for use of Council letterhead. <br />An exchange of views took place between Councilmembers Sanfilipo and <br />Steinfeld regarding background of the letter asking for the display of the <br />AIDS quilt at the Fox Theatre during the Sunflower Festival, and <br />justifications for use of Council letterhead. <br />City Attorney Schricker described legal use of Council letterhead <br />and subjectivity of that determination, with ultimate decision left to the <br />Council. <br /> Regular Meeting Minutes <br />MINUTE BOOK NO. 52 September 27, 1993 <br />Page No. 006 Page 4 <br />
