EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> Consultant will provide services for the City's economic development program for a <br /> period of three to six months. The City intends to recruit a qualified professional to fill <br /> the position of economic development manager. Direction of consultant's work will be <br /> provided by the City Manager, and/or Assistant City Manager/Community Development <br /> Director. Consultant's services will primarily focus on supporting and strengthening <br /> Downtown businesses and activities and assisting with review of proposed and existing <br /> industrial/office development projects, affordable housing opportunities and other tasks <br /> as assigned. <br /> Kev Tasks and Responsibilities: <br /> I. Review and inventory available data, resources, and policies pertinent to subject <br /> areas (Downtown, office/industrial, and affordable housing, community benefit, <br /> etc.). <br /> I I. Downtown —Address retention and retail recruitment opportunities <br /> 2.11nitiate communication and coordinate with the Redwood City <br /> Improvement Association <br /> 2.2 Develop and implement business survey to identify market perceptions <br /> and barriers to growth of existing businesses and attraction of new retail in <br /> the Downtown. Survey will be available on-line and also conducted in <br /> person with a sampling of Downtown retailers and restaurant owners. <br /> 2.3 Prepare inventory of available retail space that includes space <br /> dimensions, ownership, asking rents; determine, if possible, constraints <br /> and barriers to leasing. <br /> 2.4Review city parking study; assess the feasibility of current parking to <br /> support additional retail and growth of existing businesses. <br /> III. Industrial and Office <br /> 3.1 Assist with staff review of proposed office/industrial projects as directed by <br /> Director of Community Development and respond to req�ests for location <br /> assistance from the development community. <br /> 3.21nitiate communication/outreach with Seaport Industrial Association <br /> IV. Affordable Housing <br /> 4.1 Assist with staff review and analysis of proposed affordable housing <br /> projects as directed by Director of Community Development <br /> V.
