4. WRITTEN COMMUNICATIONS
None
5. BOARD, COMMISSION AND COMMITTEE REPORTS
A. Facilities Committee Report: City Hall-ADA Requirements and Improvements
(1801-1)
REPORT: Acting Community Development Director, October 25, 1993
Acting Community Development Director Patterson presented the staff report
and reiterated Council's commitment to bring City Hall into compliance with
the Americans with Disabilities Act. Mr. Patterson described the series of
meetings with the 504 Committee and the Council Facilities Committee that
resulted in both Committees recommending a fully accessible, new City
Hall. If an attempt was made to save some money by remodeling City Hall,
the result would be a partially accessible building still too small to bring
the outlying departments together under one roof, a building without seismic
retrofitting with minor interior improvements and no exterior improvements,
and without a Community Room/Council Chamber at a cost of several million
dollars. A new, safe, fully accessible building in compliance with the law
was estimated at $6.7 million dollars of general fund balance monies,
including demolition costs and an inflation factor.
M/S: GREENALCH/GASPARINI TO AUTHORIZE THE COUNCIL FACILITIES COMMITTEE TO
BEGIN THE PROCESS LEADING TO THE CONSTRUCTION OF A NEW CITY HALL; TO DIRECT
STAFF TO BRING TO COUNCIL THE FOLLOWING: 1) PROCESS FOR CONSULTANT
SELECTION; 2) PROCESS FOR PUBLIC PARTICIPATION; AND 3) ESTIMATE OF COST TO
HIRE CONSULTANT TO PREPARE PLANS
Councilmembers discussed the desire for public participation; the long
process of shepherding resources and considering needs and plans for a new
City Hall; the support of the 504 Committee; the wisdom of not settling for
a partial commitment; and the impact a new City Hall will have on the
downtown area, on Redwood City's image, residents and City employees.
MOTION CARRIED BY UNANIMOUS ROLL CALL VOTE.
