<br /> this practice. Mr. Steinfeld stated that the proposed amended ordinance <br /> would be ineffective and would do nothing to reduce smoking. Mr. Steinfeld <br /> suggested that increased taxes would price cigarettes out of the range of <br /> most people. Mr. Steinfeld stated that telling businesses what to do was a <br /> breach of contract, and urged Council to vote against the ordinance. <br /> Michael Verdone, Arlington Road, Redwood City, realtor and management <br /> consultant and owner of two restaurants, non-smoker, stated that the <br /> restaurant business was market driven and these amendments to the current <br /> ordinance were not needed. Mr. Verdone referred to the EPA report which did <br /> not measure second hand smoke in the hospitality business. Mr. Verdone <br /> asked Council to allow this issue to be dealt with at the state and federal <br /> level, and allow citizens to vote with their purchasing power. <br /> Dr. Bernhard Votteri, Sequoia Hospital a smoke-free hospital, appealed to <br /> the Councilmembers as a pulmonary expert who watches people die from <br /> cigarette smoke, and asked them to approve the ordinance. Dr. Votteri <br /> advised that declaring only 50% of an area smoke free is not enough, as <br /> there is no way to contain it, and there are no safe havens. Dr. Votteri <br /> stated that passive smoke is more dangerous than inhaled smoke; as a <br /> physician he supported a total prohibition of cigarette smoking; and it was <br /> up to the Council to protect the health of the citizens of Redwood City. <br /> Roger Willey, Arlington Road, Redwood City, retired physician, stated that <br /> local governments did have the right to protect non-smokers, as the federal <br /> government, through the Americans with Disabilities Act, has declared that <br /> public places must truly be accessible to all the public; and, therefore, <br /> this ordinance was not unwarranted government interference. <br /> At 11:30 P.M.
