<br /> Councilman _Greenalch and Ms. Brown engaged in a dialogue regarding choices <br /> and whose rights were superior - smokers or non-smokers. <br /> Ralph Lentz, Hilton Street,"Redwöod~City, advised he suffered from asthma <br /> triggered by second hand smoke. Mr. Lentz spoke in favor of the proposed <br /> 100% ban on smóking, stating that smoke is distributed throughout the entire <br /> room and cannpt be contained, and described the federal government's <br /> intervention in the asbestos industry as similar to local governments <br /> legislating in the smoking/no smoking area. Councilmembers Greenalch, <br /> Sanfilipo and Gasparini, and Mr. Lentz engaged in a dialogue regarding <br /> choice, consumers rights and dangers to people who work in places where <br /> smoking occurs. <br /> At 11:00 P.M.: M/S: LA BERGE/SANFILIPO TO EXTEND THE MEETING TO 11:15 P.M. <br /> MOTION CARRIED BY UNANIMOUS VOICE VOTE. <br /> MINUTE ORDER NO. 93-255 <br /> Councilman Greenalch decried the late hour and the lack of time available <br /> for hearing comments from the publiç on this very important issue. Counc i 1 <br /> discussed need for additional time to hear speakers, and need to establish <br /> procedures to hear public comment on all ordinances of great importance. <br /> M/S: SANFILIPO/STEINFELD TO FINISH TAKING THE TESTIMONY ON THIS MATTER <br /> TONIGHT, HOLD THE INTRODUCTION OF THE ORDINANCE, AND BRING IT BACK AT A <br /> FUTURE DATE. <br /> In response to Council questions, City Attorney Schricker advised that this <br /> ordinance did not require a public hearing, that staff had gone out into the <br /> community at Council's direction, to get responses and to stimulate <br /> interest. Mr. Schricker recommended that a public hearing not be scheduled <br /> as it is not required by law and would necessitate a change in procedures. <br /> Mr. Schricker added however, that the Council may receive public input at <br /> any time during a regular meeting. <br /> Councilmembers discussed the need for dialogue with speakers, appropriate <br /> arguments, accepting testimony this evening without questioning the <br /> speakers, and need for further public comment on this important issue. <br /> THE MOTION WAS WITHDRAWN BY THE ORIGINATOR AND SECONDER OF THE MOTION. <br /> MINUTE ORDER NO. 93-256 <br /> AT 11:10 P.M.
