<br />Councilwoman Gasparini asked Mr. Despain if he would also agree to the <br />additional conditions as stated to Ms. Stewart and he said yes, as long <br />as the work was done properly. <br />Nina Nicolopolous, Nimitz Avenue, Redwood City, Woodside High School <br />student spoke in favor of Taco Bell as a good restaurant for kids not <br />only for its food, but to hang out with friends; and advised that the <br />presence of a security guard had reduced the problems in the parking lot. <br />Ms. Nicolopolous advised she had been working with Taco Bell to resolve <br />the problems, and also agreed to attend weekly meetings. <br />Brandy Harper, Roosevelt Avenue, Redwood City, Carlmont High School <br />student, asked that Council not lump all young people into one category <br />and advised that Taco Bell was a great place for friends to meet. <br />4. Mayor Buchan asked if anyone else wished to address the Council on this <br />matter. In response to Council questions, Police Chief Guardino described the <br />situation at Taco Bell over the last few months; response times by patrol <br />officers; the need for a partnership between neighbors, Taco Bell and the <br />Police Department; the good work of Community Policing Officer Souza; and <br />the need for a long term, consistent and well managed approach to <br />resolving these issues. <br />Lorraine Morton, Regional Manager of 31 Taco Bells, described the manage- <br />ment training program. In response to questions by the City Attorney, Ms. <br />Morton advised that her managers had not reported the seriousness of the <br />problems at the Woodside Taco Bell until April of this year, at which time <br />she began implementing measures to take care of the problems. <br />Councilmembers discussed alternatives available to them. <br />M/S: CLAIRE/SANFILIPO TO ACCEPT THE RECOMMENDATION OF STAFF AND APPROVE <br />THE TEN CONDITIONS TO THE TACO BELL USE PERMIT IN ADDITION TO THE <br />FOLLOWING: CONDITION NO. 11, ALL PARTIES ATTEND A MONTHLY MEETING; <br />NO. 12, TACO BELL TO SEEK PERMISSION TO CLEAN GRAFFITI FROM THE APARTMENT <br />BUILDING WALL AND REPORT BACK TO COUNCIL; NO. 13, TACO BELL TO SEEK <br />PERMISSION TO CLEAN ALLEYWAY OF TACO BELL LITTER BETWEEN APARTMENT <br />BUILDING AND TACO BELL AND REPORT BACK TO COUNCIL; AND AMEND CONDITION <br />NO.4 TO INCLUDE ELIMINATING SUNDAY DELIVERIES, AND REQUESTING BFI TO <br />PICK UP TRASH THREE TIMES A WEEK RATHER THAN TWO. <br />Councilmembers discussed the need for strong partnerships dedicated to <br />resolving issues between neighbors and businesses, the need for positive <br />alternatives for young people and the hopes for the new Red Morton <br />Center.
