<br />All speakers who intended to give testimony/evidence in the matter before <br />the Council, arose, raised their right hands and in response to the oath <br />promising to tell the truth administered by the City clerk, all answered <br />in the affirmative. (Oath administered during Mrs. Despain's <br />testimony.) <br /> MEMO 11/30/93 <br />Jim Smith, Manager of the Woodside Taco Bell, in answer to Council <br />questions, advised he would contact BFI to see if they could pick up the <br />garbage more than two times a week. <br />Shawn Dorsett, former Taco Bell employee, now a regular customer, spoke <br />in favor of keeping Taco Bell open and stated the Council would be <br />pleased with what Taco Bell is planning to do to resolve the subject <br />problems. <br />Joe Steinfeld, Main Street merchant, told Council the problems at Taco <br />Bell were citywide problems, and stated that more police at the site and <br />more programs for young people were needed to resolve these issues. <br />Julia Stewart, Taco Bel~ Zone Vice President, told the council that the <br />Woodside Taco Bell was a priority with her, and described the twenty-two <br />measures they had enacted or were planning to enact to address the <br />problems at the Woodside Road restaurant. In response to Council <br />questions, Ms. Stewart described Taco Bell's management training <br />programs, outreach programs, the work with Woodside High School and the <br />standard policies for responses to criminal activity. Ms. Stewart <br />submitted petitions with approximately 1,100 signatures in support of the <br />Woodside Taco Bell and read from letters of support. Ms. Stewart advised <br />Council that Taco Bell could not handle the problems alone, but with a <br />partnership of neighbors and the police, the problems could be resolved. <br />Councilwoman Gasparini asked Ms. Stewart if she would agree to the <br />following additional conditions: If the owners and management of the <br />neighboring apartment building approved, would Taco Bell be willing to a) <br />remove the graffiti on the apartment building; b) clean the Taco Bell <br />trash from the alleyway between the apartment building and Taco Bell; and <br />c) have the Taco Bell management meet with the apartment building <br />management and other interested parties in an open and monthly meeting to <br />stay on top of the problem issues. Ms. Stewart said yes. <br />Tom Despain, manager of the Terrace Apartments on Woodside Road next to <br />Taco Bell, described continuing problems with loitering, littering and <br />youths fighting at the Taco Bell; and advised Council that the security <br />guard Taco Bell described had not been on the premises at the time Taco <br />Bell claimed, and spent time inside the restaurant and in his car rather <br />than in the parking lot where the problems existed.
