<br />4) That all service deliveries and trash pickup occur between 6:00 and <br />7:00 A.M. on weekdays and between 7:00 and 8:00 A.M. on weekends ~- <br />(but never on Sundays.) <br />5) That the trash dumpsters be enclosed when not being serviced by BFI <br />and that all storage and disposal of trash comply with all San Mateo <br />County health regulations. <br />6) The Taco Bell employees shall patrol the neighborhood (200 foot radius <br />minimum) on a daily basis to pick up litter as part of their community <br />service functions. <br />7) That on site camera surveillance be continued and that related signs <br />be installed in order to notify patrons that all nuisance violations <br />will be promptly enforced. <br />8) That the on-site lighting be reduced so as not to detrimentally impact <br />the adjoining residents. <br />9) That all signage comply with the Redwood City sign ordinance. <br />10) This Use Permit shall be subject to review and revocation at any time <br />that it is determined that the continuance of the Use Permit would be <br />detrimental to the health, safety, morals, comfort, and general <br />welfare of the persons residing or working in the vicinity of such <br />use, or would be detrimental to the property and improvements in the <br />vicinity or to the general welfare of the City. <br />In response to Council questions, Mr. Jany advised that the most <br />important condition was No.1, reducing the hours of operation. Also, <br />zoning in that area was "CG" which allows retail. <br />In response to Council questions, City Attorney Schricker described the <br />Use Permit hearing process and advised that the Council could not revoke <br />Taco Bell's Use Permit at this time, as the hearing was noticed as a <br />modification or imposition of conditions, not a revocation. However, the <br />Use Permit could be revoked, after appropriate proceedings, if Taco Bell <br />was found to be in violation of the original conditions or if it was <br />found to be a public nuisance. <br />2. Mayor Buchan reminded everyone that the public hearing had been continued <br />open from November 1, 1993 at 7:58 P.M. <br />3. Mayor Buchan invited anyone wishing to offer new information regarding <br />Taco Bell and the neighborhood to please come forward. <br />Angel Despain, manager of the Terrace Apartments on Woodside next to Taco <br />Bell, showed Council a picture board of what Taco Bell looked like <br />that day, with litter and graffiti; advised that Taco Bell had not taken <br />seriously those meetings set up to resolve issues; there was a continual <br />problem with noise, litter, fighting and graffiti; and in response to <br />Council questions advised she supported staff's recommendations. <br /> Regular Meeting Minutes <br />MINUTE BOOK NO. 52 November 29, 1993 <br />Page ~o. 58 Page 4 <br />
