<br />5. BOARD, COMMISSION AND COMMITTEE REPORTS <br />None <br />---------------------------------------------------------------------------------- <br />6. PUBLIC HEARINGS <br />A. Public Hearing - Appeal of the Zoning Administrator's approval of a Use <br />Permit to allow the operation of an after school day care program at 1665 <br />Fernside Avenue - appellant, Tom Burke, 1662 Alameda de las Pulgas, Redwood <br />City, on behalf of all concerned; <br />Affidavits of notice of publication and posting are on file in the City <br />Clerk Department. <br />1. REPORT: Acting Planning Director, December 13, 1993 <br />Mayor Buchan advised that the appellant, Mr. Tom Burke, had written the <br />Council withdrawing his appeal. <br />The City Clerk administered the oath to all those about to give testimony <br />or evidence in this matter. <br />Senior Planner Passanisi presented the staff report and advised that <br />the discussion would focus only on the request for an after school child <br />care center at the Highlands Community Center. Mr. Passanisi described <br />the program, traffic, noise, fencing and other nearby schools, and stated <br />that the city did not view this as a commercial use of the property. <br />Councilman Greenalch asked that Condition No.3 be broadened to include <br />children from other schools beside Orion. <br />City Attorney Schricker advised that although the appellant withdrew his <br />appeal Council retained its jurisdiction over this matter, and it was <br />appropriate for the Council to proceed with the hearing on the use of the <br />facility as a day care operation only. <br />2. Mayor Buchan opened the public hearing at 8:44 P.M. <br />3. Mayor Buchan invited everyone who wished to speak to the issue of the <br />operation of an after school day care program to please speak at this <br />time. The following people spoke in favor of a children's day care <br />program at the Highlands Community Center: <br />Andrea Smith, Virginia Street, Redwood City, applicant, described her <br />background and experience in child care; advised that the parents of <br />Orion had asked her to provide after school care; and listed some of the <br />regulations covering day care; <br /> Regular Meeting Minutes <br /> December 13, 1993 <br /> Page 5 <br />MINUTE BOOK NO. 52 <br />Page No. 78 <br />
