<br />Councilwoman Gasparini provided additional information regarding Mrs. <br />Smith's qualifications and advised that there are stringent state <br />regulations covering these kinds of programs regarding safety and <br />quality of care. f 1;; ,; <br />Catherine Coughlan, member of the Redwood City Housing and Human Concerns <br />Commission advised that the commission recommended approval; <br />Manual Fortes, President of the Highlands Community Center spoke in favor <br />of this program; <br />Craig Ulrich, Rutherford, Redwood City, parent of a child at Orion School <br />spoke in favor of Mrs. Smith's program; <br />Kristen Anderson, Redwood City Child Care Coordinator, described the <br />state's stringent licensing procedures which require direct visual <br />supervision of the children at all times, and spoke highly of Mrs. <br />Smith's program; <br />Mayor Buchan asked if anyone else wished to speak. No one else came <br />forward. <br />4.
