<br />B. Councilwoman Gasparini reported on a graffiti removal system that Councilman <br />Greenalch had read about which turned out to be too labor intensive and <br />produced a run-off that would probably be an environmental concern. <br />Councilwoman Gasparini reported on the volunteer graffiti removal program. <br />C. Councilwoman Gasparini described the ongoing meetings with store owners <br />regarding shopping cart clean-up programs, and advised that the Hot Line was <br />being used. <br />D. Vice Mayor Claire announced that he would be in China on business during <br />January and would miss two meetings. <br />E. Councilwoman Steinfeld reported that Ray Miller was reappointed as Chairman <br />of C/CAG and Barbara Seitle of Woodside was the new Vice Chair. <br />---------------------------------------------------------------------------------- <br />8. STAFF REPORTS <br />A. Professional services agreement with Overstreet and Associates for Parks, <br />Recreation and Community Services and General Services Departments; <br />REPORT: General Services Director, December 13, 1993 <br />General Services Director Ingram presented the staff report, and described <br />the goals of the proposed program: establish performance measurements, <br />protocols, clear strategies and standards that the work force establishes <br />and believes in. Mr. Ingram described the need for a facilitator for his <br />department and Park, Recreation and Community Services. In response to <br />Council questions, Mr. Ingram advised that Overstreet Associates were chosen <br />due to Mr. Overstreet's work with the City on the Red Morton Center, advised <br />that the proposed program has an end point and will be cost effective. <br />TITLE READ.
