Building Official La Torra presented the staff report and explained that
Bay View Federal Savings is now the owner of record of the property. Mr.
La Torra asked Council to declare the building at 3456 Rolison Road a
public nuisante as defined by Redwood City Code Section 9.5 and direct
the owner to abate the nuisance within sixty days (30-day extension
needed for asbestos review and bidding process) by properly
reconstructing, repairing, removing or razing the structure.
Senior Building Official Schnell described poor condition and showed
slides of the premises. Mr. Schnell advised that the property was being
damaged by trespassers on a nightly basis, and needed to be boarded up,
secured and monitored. In response to council questions, Mr. Schnell
advised that a private owner would have to do everything the City would
do if the resolution to abate is adopted. Mr. Schnell agreed with
Councilman Greenalch that the wording describing the time of vacancy
needed to be changed.
MEMO 1/11/94
2. Michael Fleishman, Bay View Federal Bank, Senior Property Manager,
described how Bay View became the owner of record of this property about
a month ago through loan default and receivership. Mr. Fleishman advised
Council that he had spoken to Redevelopment Agency Executive Director
Church and a private party about the sale of this property for cash, and
how eager the Bank was to resolve this problem. Mr. Fleishman asked
Council for a postponement of the decision to abate until he could
further negotiate with possible buyers. Mr. Fleishman advised that the
management/receivership company, Associated Capital advised, that the
property could be fixed up for $39,000 to $54,000.
Regular Meeting Minutes
tllNUTE BOOK NO. 52 January 10, 1994 c-
Page No. 86 Page 5
