6.4.A. - Page 2 <br /> To further clarify the ADU parking requirements, staff recommends the following <br /> changes be made as follows (added text is shown in double underline (example) and <br /> deleted text is shown in strikeout (example)): <br /> • Section 30.5(A)(3): The following change is intended to clarify that only <br /> uncovered parking spaces are permitted within the required setback areas and to <br /> explicitly allow tandem parking to meet the ADU parking requirement. Should a <br /> homeowner choose to construct a garage or carport to meet the ADU parking <br /> requirement, said structure would be subject to the setback and height <br /> requirements for accessory buildings. <br /> "Accessory dwelling units: one (1) covered or uncovered space. If <br /> uncovered, Tthe space may be located on a driveway within a required <br /> front, side or rear yard setback area. Tandem parking to meet the <br /> accessory dwelling unit parking requirement is permitted." <br /> • Section 37.3(D): The following change is intended to clarify that only one parking <br /> space is required for the construction of an ADU. In the event that the main <br /> house is nonconforming with respect to the existing number of parking spaces on <br /> the property, a homeowner would not be required to construct additional parking <br /> to meet the City's parking requirement for the main house unless a homeowner <br /> proposes an addition to the main house. <br /> "One covered or uncovered space is required in addition to the existing <br /> spaces that were Ie•all constructed_required for the single-family <br /> dwelling. The parking space for the accessory dwelling unit may be <br /> located on a driveway within a required setback area in accordance with <br /> Article 30 (Off-Street Parking and Loading)." <br /> ANALYSIS <br /> The amendments will further the Housing Element policies by providing flexibility in the <br /> development standards that would encourage the development of ADUs while <br /> respecting the character of existing residential neighborhoods. Per Council direction, <br /> staff will return to Council on an annual basis to report on the effectiveness of the <br /> ordinance amendments. After the first year following implementation in 2016, staff will <br /> return to Council in the spring of 2017 with an implementation update. Following this <br /> first update, ongoing implementation updates may be included as part of the General <br /> Plan Annual Report if the Council so chooses. <br /> NEXT STEPS <br /> Per Council direction, staff will return to Council at a future public meeting with <br /> information on the following topics for further discussion: <br /> • Research on how to bring nonconforming ADUs into compliance, including <br /> information on potential privacy and sound insulation design standards; <br />
