EXHIBIT A <br /> -- -------- ._. -- - — ~`.� 1�.1 <br /> 5 PROPOSED SCOPE OF WORK <br /> Urban water suppiiers are required to prepare UWMPs to support their long-term water <br /> resource planning and ensure adequate water supplies are available to meet existing and future <br /> water demands. Specificalty, every"urban water supplier"that either provides over 3,000 acre- <br /> feet of water per year ("AFY") or serves 3,000 or more connections is required to assess the <br /> reliability of its water sources over a 20-year planning horizon considering normal, dry, and <br /> multiple dry years, among other requirements (Division 6 Part 2.6 of CWC Sections 10610 - <br /> 10656). Since the City delivers approximately 11,000 AFY and serves approximately 24,000 <br /> service connections, it meets the definition of an "urban water supplier" and must prepare an <br /> UWMP1. <br /> 5.1 Project Understanding <br /> While previously considered a low-priority, administrative planning document, UWMPs have <br /> become increasingly complex and strategic documents that set expectations about future water <br /> supply needs, the availability of water supplies, the need to obtain additional water supplies, <br /> and ultimately the ability of a community to sustain growth. UWMPs are also documents that <br /> are now more frequently used to communicate a broad range of water issues to the <br /> community, governing bodies, developers and other interested parties. An in-depth <br /> understanding of the Cit�/s concerns and issues is critical to providing an UWMP that meets the <br /> Citys needs. In the following sections, we have highlighted key items that we feel will be <br /> important for the City to consider and integrate,as applicable,into the development of its 2015 <br /> UWMP. <br /> Future Demand Proiections Must be Reconciled <br /> EKI understands that the City is projected to experience a population growth of 12R�a (from <br /> approximately 87,700 to 98,000 people) between 2015 and 20402 with an associated increase <br /> in the number of senrice connections to over 43,0003. While the Citys projected growth is <br /> expected to increase water use, water demand projections differ between key documents (see <br /> Table 2, below�.
