_ — -`�.� 1�1 <br /> Current and Future Ponulation Estimates <br /> Per CWC Section 10631(a), the 2015 UWMP must describe the current and projected <br /> population within the service area. Refining methods for estimating population has been a key <br /> focus of the 2015 UWMP Guidebook. EKI will work closely with the City to ensure that the <br /> historical population data will be based on information and sources that satisfy CWC <br /> requirements and are approved by the City. For example, per the Guidebook, and the RFP,we <br /> expect that future population growth over the UWMP planning horizon will be based on <br /> information provided by the Association of Bay Area Governments("ABAG"). <br /> Water Demand and Conservation Proiections <br /> Per CWC Section 10631(e)(1) and (2), water suppliers are required to quantify, to the extent <br /> records are available past, current, and projected water use by sector in five-year increments <br /> for the next 20 years. As per the RFP, this will presumably be done using the DSS Model. <br /> However, based on EKI's experience,we recommend that the City at least revisit key DSS Model <br /> assumptions as part of the UWMP process to ensure that the future water demands projected <br /> by the model accurately reflect the City's planned future growth. Given our experience us(ng <br /> the DSS model,EKI can provide such additional services upon request by the City. <br /> Evaluation of Hisioric, Current and Proiected Future Water Conservation and DMMs <br /> Per CWC Section 10631(f), retail water suppliers are required to provide descriptions regarding <br /> the nature and extent of implemented and planned demand management measures(i.e.,water <br /> conservation measures or Demand Management Measures ["DMMs"]). EKI will work with City <br /> staff to incorporate appropriate water conservation information into the 2015 UWMP based on <br /> the revised DMM framework required per Assembly Bill 2067 and per the City's California <br /> Urban Water Conservation Council("CUWCC")reporting,specifically with respect to: <br /> • Water waste prevention ordinances; <br /> • Mete�ing; <br /> • Conservation pricing; <br /> • Public education and outreach; <br /> • Programs to assess and manage distribution system real loss; <br /> • Water conservation program coordination and staffing support; and <br /> • Other DMMs that have a significant impact on water use as measured in GPCD, <br /> including innovative measures, if implemented. <br /> Stand-Alone Svstem Water Loss Report <br /> Distribution system water losses (also known as real losses) are the physical water losses from <br /> the water system and the utility's storage tanks, up to the point of customer consumption. Per <br /> CWC Section 10631 (e)(3), in the 2015 UWMPs, water suppliers must report their distribution <br /> system water loss for the most recent 12-month period available.
