<br /> MIS: SANFILIPO/LA BERGE TO ACCEPT THE SUPPLEMENTAL REPORT. <br /> CARRIED BY THE FOLLOWING VOICE VOTE: <br /> AYES: COUNCIL MEMBERS CLAIRE, GASPARINI, GREENALCH, <br /> LA BERGE, SANFILIPO AND MA YOR BUCHAN <br /> NOES: NONE <br /> ABSTENTIONS: COUNCIL WOMAN STEINFELD <br /> MINUTE ORDER NO. 94-079 <br /> MIS: SANFILIPO/LA BERGE TO SCHEDULE A DISCUSSION OF THE CENSURE <br /> OF COUNCIL WOMAN STEINFELD AT THE NEXT COUNCIL MEETING <br /> After Council discussion the following amendment was added to the motion by the mover <br /> and seconder. <br /> MIS: SANFILIPO/LA BERGE TO SCHEDULE A DISCUSSION OF THE CENSURE <br /> OF COUNCIL WOMAN STEINFELD AT THE NEXT COUNCIL MEETING BASED <br /> ON THE SUPPLEMENTAL REPORT <br /> In response to Councilwoman Gasparini's questions, Mr. Jackson advised that there is <br /> not a great deal written about censure in California litigation, but it is a formal criticism <br /> taken after identifying the misconduct specifically and clearly and giving the person a <br /> chance to respond and notice of what you intend to do. <br /> Councilwoman Steinfeld stated she would not be ready to respond next week and asked <br /> for this hearing to be scheduled on April 18 or April. or 25. <br /> Mayor Buchan left the dais to confer with City Attorney Schricker and Vice Mayor <br /> Claire called on Councilwoman Gasparini. Mayor Buchan returned. <br /> Councilwoman Gasparini stated she would vote no on censure: The Council Members <br /> had made Councilwoman Steinfeld aware of their disapproval of her conduct, and it was <br /> time to move on. <br /> Mayor Buchan stated she would support censure because there was no other way to get the <br /> message through to Councilwoman Steinfeld that her behavior during the investigation was <br /> appalling. Mayor Buchan stated the Supplemental Report was clear, and enough was <br /> enough. <br /> Vice Mayor Claire stated there had been personal allegations about him on January 24, <br /> 1994, and he was tired of the personal attacks made publicly at Council Meetings. Vice <br /> Mayor Claire said there was no doubt that an attempt was made to intimidate me and the <br /> City Attorney, including asking for his removal, and Councilwoman Steinfeld must be held <br /> responsible.
