Building Official La Torra presented the staff report and described the subject property as <br /> an attractive nuisance. Senior Building Inspector Schnell presented slides to show the <br /> current condition of the property. In answer to Council questions, City Attorney <br /> Schricker described an attractive nuisance as a condition that attracts or lures people to, it <br /> in which a person, especially a child, could be injured. Mr. Schricker advised that the <br /> property owner has liability for his property, not the City. <br /> B. Mayor Buchan opened the public hearing at 7:52 P.M. <br /> C. MATTERS OF COUNCIL INTEREST <br /> A Councilwoman La Berge reported on the entrepreneurial programs developed by City staff <br /> and congratulated the Finance Department staff on their audit services provided to SBSA; <br /> the Parks and Recreation Department staff for their landscaping and maintenance services <br /> provided to SBSA; and the General Services Department staff for proposing a service <br /> program for SBSA vehicle maintenance. <br /> B. Councilwoman Gasparini reported that she and Councilwoman Steinfeld attended the <br /> ribbon-cutting ceremony at the beautiful new Roselli garden next to the main Library. <br /> Councilwoman Gasparini invited everyone to spend some time there, and also to visit the <br /> architectural designs of the proposed new City Hall in the Main Library.
