Councilman Greenalch asked Councilwoman Steinfeld "is this finding that you did
nothing illegal, unethical, or unbecoming is that based on blatant untruths? Is the testimony
given by everyone that you should, and deserve to be exonerated in this whole thing, is a
blatant untruth?"
After two earlier admonishments for disruptive behavior, Mayor Buchan stated "Mr.
Steinfeld, your behavior is disrupting this meeting, if you continue you will be taken into
custody."
MEMO 3/22/94
Councilwoman Steinfeld stated that it was more important to her that appropriate
processes be followed than to be exonerated: such as due process, the right to face your
accusers, and she spoke of the harm done by not having public hearings. Councilwoman
Steinfeld made reference to newspaper articles and accuracy or lack thereof. She stated her
intention was never to accuse anyone of forgery. Councilwoman Steinfeld stated she
originally agreed with Councilman Greenalch to approve the investigation because she
believed it would be held in a public forum. Councilwoman Steinfeld stated the Report was
filled with inconsistent dates, and the Report with 118 pages, as issued, was garbage.
In answer to Councilman Sanfilipo's questions regarding the 9/30/93 FAX that Joe
Steinfeld sent to City Manager Ed Everett asking that "this matter (be) handled and
concluded privately and in house without further publicity and/or public debate"
Councilwoman Steinfeld asked, "Is my name on it?" and "I don't answer for Joe."
Councilman Greenalch stated that up to now due process had been followed, no one's
rights had been violated, and he described the recommendations of the Subcommittee to
accept the report and agendize it for a hearing. Councilman Greenalch advised that the
investigative process had been concluded and that the people quoted in the Report are
prepared to stand behind his or her statements. He added that he stood behind the Report.
Councilman Greenalch stated that attempting to destroy the credibility of the Report by
referring to it as garbage, but saying the Subcommittee didn't generate garbage, doesn't
make any more sense than saying something it is a forgery, then saying that the person who
presented it can't be associated with the forgery. It is important that from this point on due
process is followed, because only now can charges be publicly made and then the whole
process will begin again.
At this time Mayor Buchan asked those people who wished to speak to this issue, to please
come forward.
Joe Steinfeld, 850 Main Street, Redwood City, asked for a fifteen minute period to address
the Report, and Mayor Buchan granted his request. Mr. Steinfeld addressed the issues in
the Report stating there was a misuse of terms, that what are called facts in the Report are
simply allegations, hearsay only, totally unacceptable in court. Mr. Steinfeld objected to
accepting as fact the testimony of the witnesses from the financial institutions as recorded
Regular Meeting Minutes MINUTE BOOK NO. 52
March 21, 1994
Page 6 Page No. 177
